 It appearing to the Court from the allegations of the Petition, Motion for Publication and the Affidavits of Diligent Search that the whereabouts of the fathers, D’Angelo Williams, Jermiah Williamson and Marius Clark, are unknown and cannot be ascertained by diligent search; therefore, the ordinary process of law cannot be served upon D’Angelo Williams, Jermiah Williamson and Marius Clark. It is ORDERED that D’Angelo Williams, Jermiah Williamson and Marius Clark be served by publication with the following notice to be inserted in each publication one (1) time per week for four (4) consecutive weeks. Publication shall run in a physical newspaper of general circulation in the County in which the fathers, D’Angelo Williams, Jermiah Williamson and Marius Clark, were last known to reside.

You are hereby ORDERED to appear in the Juvenile Court of Tipton County, Tennessee located at 1801 South College Street, Covington, Tennessee, on the 13TH DAY OF APRIL, 2026 at 8:30 A.M. to personally answer the Petition. Bidders must obtain and submit a pre-qualification letter stating they are a certified applicator of one (1) of three (3) approved Roofing Manufacturers: Siplast, Soprema, and Tremco. They must also provide a certificate from the manufacturer proving that the roofing Contractor can provide a 20-year manufacturer’s warranty. Additionally, Bidders must provide proof of possessing a minimum of five (5) years of roofing and demolition experience. These items must be submitted with your qualifications on Monday, March 30, 2026, by 1:00 PM CST.

The project scope is to provide supervision, labor, transportation, equipment, and materials to remove, demolish, and replace the existing roof on MLGW’s North Service Center Building 5 located at 1060 Tupelo Street, Memphis, TN 38108. The work should be performed in accordance with the NRCA Roofing and Waterproofing Manual and the manufacturer’s instructions and in strict accordance with the Contract Documents and Specifications.

All bidders must be licensed contractors as required by Title 62, Chapter 6, of the Tennessee Code Annotated. The Tennessee Contractor’s Classification required for this project shall be one of the following or any Tennessee-approved contractor’s license applicable to this project: BC; BC-21

If a State of Tennessee Contractor’s license is required, the Contractor’s license monetary limits must meet or exceed the Contractor’s bid price.

MLGW shall give Local Bidding Preference or Local Bidding Presence in the awarding of contracts and making purchases whenever applying such a preference is reasonable in light of the dollar- value of the bids received in relation to such expenditures. For Local Bidding Preference or Local Bidding Presence to be used in evaluating bids, all documentation as required in the Local Bidding Preference or Local Bidding Presence Policy must be submitted with the Bidder’s qualifications; provided, however, that the preference established in no way limits MLGW’s right to make awards.

MLGW is subject to the Tennessee Public Records Act. Your bid may be examined by the public after it has been evaluated by MLGW and an award has been made.

This project is exempt from the mandatory contractor’s licensing requirements if the bid amount is under $25,000.

If the bid amount is under $25,000, the phrase “Exempt from licensing requirement” must appear in the Tennessee License number space on the preprinted bid envelope provided. However, other required information (e.g., Project title, contractor’s company name, contractor’s address, and bid due date) must be completed.

Before the execution of this Contract, the successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the bid price or such lesser amount as determined at the sole discretion of MLGW. The bond shall be made upon the form in this packet and shall be made a part of the Contract. The Surety Company shall be acceptable to MLGW.

Before the execution of the contract, the successful Bidder shall furnish, pursuant to Tennessee Code Annotated § 12-4-201, a Contractor’s Labor and Materials Payment Bond in a determined sum of no less than 25% of the bid price. The bond shall be made upon the form provided by MLGW in this packet and shall be made part of the Contract Documents. Such surety shall be acceptable to MLGW.

All contract bonds shall be written through a surety company duly authorized to do business in Tennessee.

No bidder may withdraw a bid for 120 days after the date and hour set for the opening of bids.

MLGW reserves the right to reject bids, to waive Minor Irregularities in the bids received, and to accept any bid or portion of the bid, that MLGW, in MLGW’s sole discretion, deems most favorable to the interest of MLGW.
