The project scope is to provide supervision, labor, transportation, equipment, chemicals, tools, and materials necessary to expand and improve MLGW’s existing North Service Center located at 1060 Tupelo Street, Memphis, TN 38108, to incorporate the relocation of the Central Shops Facilities. The improvements include the management and mitigation of known soil contaminants in two (2) distinct areas of the properties described in the contract documents. Additionally, the project will construct a 100,000 sf and 63,000 sf maintenance and storage building, nearly 400,000 sf of asphalt parking and driveways, 34,000 sf of gravel laydown and storage areas, major utility relocation, 15,000 sf of iron security fencing with landscaping and irrigation, two (2) controlled gated entries with guard houses, multiple vehicle wash bays, and various other training, storage, and maintenance features.

The construction of this project is phased to ensure ongoing operations are not interrupted at the North Service Center. The First Phase includes the installation of the perimeter fencing, construction of the two (2) entrances with new guard houses, construction of new parking lots, and construction of the new storage and laydown areas. Existing utilities will be relocated and abandoned as prescribed in the contract, and new drainage will need to be installed to allow for the abandonment of some of the existing drainage systems. There will be a period when existing materials will need to be relocated to clear the areas where the new maintenance and storage buildings will be constructed. The Final Phase will include the construction of both buildings and all remaining features and appurtenances described in the construction documents. The work must be performed in strict accordance with the Contract Documents, Specifications, and Drawings.

Bidders must submit a letter from their surety on the surety’s letterhead stating the Contractor has a single project bonding capacity of $100,000,000.00, naming three (3) projects exceeding a $35,000,000.00 contract amount for which the surety has issued Payment and Performance Bonds for any Owner within the past ten (10) years. The bonded projects can be current ongoing projects. Additionally, Bidders must provide proof of possessing a minimum of ten (10) years of construction experience.
