ORDER FOR PUBLICATION

 In this cause, it appears to the Court from the allegations of the Petition that the Department of Children’s Services is seeking to declare Aaliyah Faye Madison a voluntarily delivered child pursuant to T.C.A. § 36-1-142, a copy of said Petition may be obtained at the Office of the Juvenile Court Clerk of Madison County, Jackson, Tennessee. The child was born on July 5, 2026, in Jackson, Tennessee and surrendered at the Jackson-Madison County General Hospital on July 6, 2026, as a Safe Haven baby pursuant to T.C.A. § 68-11-255 in Madison County, Tennessee. Aaliyah Faye Madison is a female infant who has sandy brown hair and weighed approximately six pounds and six ounces. The mother is believed to be from Haywood County, Tennessee.

 Failure by the biological mother to seek contact with the child through the Department of Children’s Services or to revoke the voluntary delivery within thirty (30) days of the date of the last publication of notice shall constitute abandonment of the child and of the mother’s interests.

 Any father of said child who fails to claim paternity by contacting the Department or by registering with the putative father registry within thirty (30) days of the date of the last publication of notice shall be barred from thereafter bringing or maintaining any action to establish paternity of the infant. Such failure by any father will constitute abandonment of any right to notice of, or to a hearing in, any judicial proceeding for the adoption of such infant and that consent of such putative father shall not be required for adoption of the infant. In the event that the biological mother or any father of the child requires additional information, they should contact Brittany Buckley, counsel for the Tennessee Department of Children’s Services, 225 Martin Luther King Blvd, Jackson, TN 38301; Phone 731-421-2000.

 It is, therefore, ORDERED that the biological mother and confidential father be served by publication of the following notice for four (4) consecutive weeks in The West Tennessee News, a newspaper of general circulation in Madison County, Tennessee and in the Brownsville States-Graphic, a newspaper of general circulation in Haywood County, Tennessee.

 The Final Hearing to terminate the parental rights of the biological mother and of any father is scheduled for October 20, 2026, at 2:00 p.m. Failure of said persons claiming an interest in the child to appear at the final hearing will result in the loss of their parental rights to the child.

 It is further ORDERED that if the biological mother or any father fails to enter an appearance or otherwise answer the petition, service of any future notices, motions, orders, or other legal documents in this matter may be made by filing the same with the Clerk of the Juvenile Court of Madison County, Tennessee.

During the solicitation of this Sealed Bid, Potential Bidders shall not contact any MLGW staff except those designated in this document or subsequent addenda or correspondence. All bidders must be licensed contractors as required by Title 62, Chapter 6, of the Tennessee Code Annotated. The following information must be completed on the outside of the preprinted Bidder’s Envelope: Bidder’s Name, Bidder’s license number, expiration date, and that part of the classification applying to the bid (e.g., electrical, plumbing, heating, ventilation, and air conditioning). If the preceding information is not complete, the bid shall not be opened or considered by MLGW.

The Tennessee Contractor’s Classification required for this project shall be one of the following or any Tennessee-approved contractor’s license applicable to this project: BC, CMC-C, and CE

If a State of Tennessee Contractor’s license is required, the Contractor’s license monetary limits must meet or exceed the Contractor’s bid price.

MLGW shall give Local Bidding Preference or Local Bidding Presence in the awarding of contracts and making purchases whenever applying such a preference is reasonable in light of the dollar value of the bids received in relation to such expenditures. For Local Bidding Preference or Local Bidding Presence to be used in evaluating bids, all documentation as required in the Local Bidding Preference or Local Bidding Presence Policy must be submitted with the Bidder’s qualifications.

MLGW is subject to the Tennessee Public Records Act. Your bid may be examined by the public after it has been evaluated by MLGW and an award has been made.

This project is exempt from the mandatory contractor’s licensing requirements if the bid amount is under $25,000.

If the bid amount is under $25,000, the phrase “Exempt from licensing requirement” must appear in the Tennessee License number space on the preprinted bid envelope provided. However, other required information (e.g., Project title, contractor’s company name, contractor’s address, and bid due date) must be completed.

The Bidder’s Qualifications must be submitted by reference letter as listed in the Bidder’s Qualifications. Before the execution of this Contract, the successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the bid price or such lesser amount as determined at the sole discretion of MLGW. The bond shall be made upon the form in this packet and shall be made a part of the Contract. The surety company shall be acceptable to MLGW.

Before the execution of the contract, the successful Bidder shall furnish, pursuant to Tennessee Code Annotated § 12-4-201, a Contractor’s Labor and Materials Payment Bond in a determined sum of no less than 25% of the bid price. The bond shall be made upon the form provided by MLGW in this packet and shall be made part of the Contract Documents. Such surety shall be acceptable to MLGW.

All contract bonds shall be written through a surety company duly authorized to do business in Tennessee.

No bidder may withdraw a bid for 120 days after the date and hour set for the opening of bids.

MLGW reserves the right to reject bids, to waive Minor Irregularities in the bids received, and to accept any bid or portion of the bid, that MLGW, in MLGW’s sole discretion, deems most favorable to the interest of MLGW.
