Brownfields Cleanup Grant Application

The City of Memphis and Shelby County Community Redevelopment Agency (CRA) is applying for a US Environmental Protection Agency (EPA) Brownfields Cleanup Grant to address contamination at the Former Ibrahim “Chism Trail” Site located at 544 and 645 Jackson Avenue in Memphis. PUBLIC NOTICE

St. Jude Children’s Research Hospital (SJCRH) has applied to the Shelby County Health Department, Pollution Control Section, to modify their Title V major source operating permit (Permit No. 00465-01TV(R)) and add six (6) diesel fuel-fired emergency generators and eight (8) 6.0 MMBtu/hr natural gas-fired condensing boilers.

This facility is subject to the provisions of City of Memphis Code Section 16-77 [Reference Rules and Regulations of Tennessee, Rule 1200-3-9-.02 (11)] (frequently referred to as the Title V regulations). A Title V operating permit is required by the Federal Clean Air Act and the City of Memphis Code. SJCRH is located at 262 Danny Thomas Place, Memphis, Tennessee. Operations at this facility consist of a children’s hospital with a focus on medical research.

The addition of the six (6) diesel fuel-fired emergency generators is projected to result in a maximum increase of 12.6 tons per year (tpy) of NOx. The increase in particulate matter (PM), carbon monoxide (CO), sulfur dioxide (SO2), and volatile organic compounds (VOCs) is projected to be insignificant.

The addition of the eight (8) natural gas-fired condensing boilers is projected to result in a maximum increase of 10.31 tons per year (tpy) of NOx, 1.56 tpy of particulate matter (PM), 17.31 tpy of carbon monoxide (CO), 0.19 tpy of sulfur dioxide (SO2), and 1.13 tpy of volatile organic compounds (VOCs).

The impact to ambient air quality resulting from these additional generators and condensing boilers is not expected to be significant. The Department intends to issue the modified permit.

When submitting comments that reference research papers, articles, or other sources, commenters must provide the following: (1) a copy of the full referenced material (preferably in PDF format); (2) sufficient background context from the cited source: and (3) a concise explanation of how the cited material supports the commenter’s position.

A copy of the application materials used by the Department and a copy of the draft permit are available for public inspection at the Pollution Control Section office during normal business hours (8:00 am – 4:30 pm).

A copy of the permit application evaluation document, and a copy of the draft modified permit are available on the Shelby County Health Department website at http://www.shelbytnhealth.com/310/Air-Pollution-Control-Public-Notices. Interested parties are invited to review these materials and provide written comments. In addition, a public hearing may be requested at which written or oral presentations may be made.
