Box 430, Memphis, TN 38101-0430), prior to 4:00 PM CDT/CST. If you bring your bid to MLGW, please allow 30 minutes prior to 4:00 PM CDT/CST for MLGW security clearance and delivery of bids to the Contracts Management Department. The official time of receipt will be established in the Contracts Management Department and not at the main floor security desk. *Bids will be publicly opened and read on Wednesday, February 18, 2026, at 2:00 PM CDT/CST. The project scope is to furnish all required supervision, labor, materials, transportation, equipment, chemicals, and tools necessary to perform unmanned aerial vehicle (UAV) data capture and analysis of overhead electric lines for MLGW in strict accordance with the Contract Documents and Specifications. All Bidders are required to submit proof of FAA 14 CFR Part 107 certification and provide a detailed list of all equipment and their capabilities, including any sensors and attachments that will be used to support this project with their bid. Written Inquiries: Questions regarding this Sealed Bid must be submitted to MLGW in writing via email to jpayne@mlgw.org with “Contract No. 12616 – Written Inquiry” in the subject line by no later than 1:00 PM CST on Wednesday, January 28, 2026. During the solicitation of this Sealed Bid, Potential Bidders shall not contact any MLGW staff except those designated in this document or subsequent addenda or correspondence. All bidders must be licensed contractors as required by Title 62, Chapter 6, of the Tennessee Code Annotated. The following information must be completed on the outside of the preprinted Bidder’s Envelope: Bidder’s Name, Bidder’s license number, expiration date, and that part of the classification applying to the bid (e.g., electrical, plumbing, heating, ventilation, and air conditioning). If the preceding information is not complete, the bid shall not be opened or considered by MLGW. The Tennessee Contractor’s Classification required for this project shall be one of the following or any Tennessee-approved contractor’s license applicable to this project: N/A If a State of Tennessee Contractor’s license is required, the Contractor’s license monetary limits must meet or exceed the Contractor’s bid price. MLGW shall give Local Bidding Preference or Local Bidding Presence in the awarding of contracts and making purchases whenever applying such a preference is reasonable in light of the dollar value of the bids received in relation to such expenditures. For Local Bidding Preference or Local Bidding Presence to be used in evaluating bids, all documentation as required in the Local Bidding Preference or Local Bidding Presence Policy must be submitted with the Bidder’s qualifications. This project is exempt from the mandatory contractor’s licensing requirements if the bid amount is under $25,000. If after attempting to obtain competitive bids for material or services, only one (1) bid is received and that bid does not exactly meet our specifications or budgetary limits, the Procurement and Contracts Management staff shall have the authority to negotiate with the bidder to secure an acceptable bid. Any protest must be filed in writing with the Manager of Procurement and Contracts by 5:00 PM CST/CDT within five (5) business days of the Notification of the Intent to Award Letter or non-award incident. Before the execution of this Contract, the successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the bid price or such lesser amount as determined at the sole discretion of MLGW. The bond shall be made upon the form in this packet and shall be made a part of the Contract. The surety company shall be acceptable to MLGW. Before the execution of the contract, the successful Bidder shall furnish, pursuant to Tennessee Code Annotated § 12-4-201, a Contractor’s Labor and Materials Payment Bond in a determined sum of no less than 25% of the bid price. The bond shall be made upon the form provided by MLGW in this packet and shall be made part of the Contract Documents. Such surety shall be acceptable to MLGW. All contract bonds shall be written through a surety company duly authorized to do business in Tennessee. No bidder may withdraw a bid for 120 days after the date and hour set for the opening of bids. MLGW reserves the right to reject bids, to waive Minor Irregularities in the bids received, and to accept any bid or portion of the bid, that MLGW, in MLGW’s sole discretion, deems most favorable to the interest of MLGW.
