MLGW shall give Local Bidding Preference or Local Bidding Presence in the awarding of contracts and making purchases whenever applying such a preference is reasonable in light of the dollar-value of the bids received in relation to such expenditures. For Local Bidding Preference or Local Bidding Presence to be used in evaluating bids, all documentation as required in the Local Bidding Preference or Local Bidding Presence Policy must be submitted with the Bid, Bid Bond and Bidder’s qualifications.

MLGW is subject to the Tennessee Public Records Act. Your bid may be examined by the public after it has been evaluated by MLGW and an award has been made.

This project is exempt from the mandatory contractor’s licensing requirements if the bid amount is under $25,000.

If the bid amount is under $25,000, the phrase “Exempt from licensing requirement” must appear in the Tennessee License number space on the preprinted bid envelope provided. However, other required information (e.g., Project title, contractor’s company name, contractor’s address and bid due date) must be completed.

NOTICE TO BIDDERS

All Sealed Bids, Bid Bonds, Bidder’s Qualifications, and completed Bid Envelope will be received from Bidders on Tuesday, February 17, 2026, at the Contracts Management Office, Memphis Light, Gas and Water Division (“MLGW” or “Division”), Room 323, 220 South Main Street, Memphis, Tennessee 38103 (mailing address: P.O. Box 430, Memphis, TN 38101-0430), prior to 4:00 PM CDT/CST. If you bring your bid to MLGW, please allow 30 minutes prior to 4:00 PM CDT/CST for MLGW security clearance and delivery of bids to the Contracts Management Department. The official time of receipt will be established in the Contracts Management Department and not at the main floor security desk. *Bids will be publicly opened and read on Wednesday, February 18, 2026, at 2:00 PM CDT/CST.

The project scope is to furnish all required supervision, labor, materials, transportation, equipment, chemicals, and tools necessary to perform unmanned aerial vehicle (UAV) data capture and analysis of overhead electric lines for MLGW in strict accordance with the Contract Documents and Specifications.

All Bidders are required to submit proof of FAA 14 CFR Part 107 certification and provide a detailed list of all equipment and their capabilities, including any sensors and attachments that will be used to support this project with their bid.

Questions regarding this Sealed Bid must be submitted to MLGW in writing via email to jpayne@mlgw.org with “Contract No. 12616 – Written Inquiry” in the subject line by no later than 1:00 PM CST on Wednesday, January 28, 2026.

During the solicitation of this Sealed Bid, Potential Bidders shall not contact any MLGW staff except those designated in this document or subsequent addenda or correspondence. Noncompliance with this provision may result in the rejection of your firm’s bid. No phone calls related to this Sealed Bid will be accepted.

All bidders must be licensed contractors as required by Title 62, Chapter 6, of the Tennessee Code Annotated. The following information must be completed on the outside of the preprinted Bidder’s Envelope: Bidder’s Name, Bidder’s license number, expiration date, and that part of the classification applying to the bid (e.g., electrical, plumbing, heating, ventilation, and air conditioning). If the preceding information is not complete, the bid shall not be opened or considered by MLGW.

The Tennessee Contractor’s Classification required for this project shall be one of the following or any Tennessee-approved contractor’s license applicable to this project: N/A

If a State of Tennessee Contractor’s license is required, the Contractor’s license monetary limits must meet or exceed the Contractor’s bid price.

MLGW shall give Local Bidding Preference or Local Bidding Presence in the awarding of contracts and making purchases whenever applying such a preference is reasonable in light of the dollar value of the bids received in relation to such expenditures. For Local Bidding Preference or Local Bidding Presence to be used in evaluating bids, all documentation as required in the Local Bidding Preference or Local Bidding Presence Policy must be submitted with the Bidder’s qualifications.

MLGW is subject to the Tennessee Public Records Act. Your bid may be examined by the public after it has been evaluated by MLGW and an award has been made.

This project is exempt from the mandatory contractor’s licensing requirements if the bid amount is under $25,000.

If the bid amount is under $25,000, the phrase “Exempt from licensing requirement” must appear in the Tennessee License number space on the preprinted bid envelope provided. However, other required information (e.g., Project title, contractor’s company name, contractor’s address, and bid due date) must be completed.

The Bidder’s Qualifications must be submitted by reference letter as listed in the Bidder’s Qualifications. The Bidder’s Qualifications must indicate Contract Number 12616 and title on the front page of Bidder’s Qualifications and so noted on the outside of the envelope.

A packet of the Contract Documents may be obtained by contacting the Contracts Management Office, 220 South Main Street, Room 323, Memphis, Tennessee.

If after attempting to obtain competitive bids for material or services, only one (1) bid is received and that bid does not exactly meet our specifications or budgetary limits, the Procurement and Contracts Management staff shall have the authority to negotiate with the bidder to secure an acceptable bid.

Any protest must be filed in writing with the Manager of Procurement and Contracts by 5:00 PM CST/CDT within five (5) business days of the Notification of the Intent to Award Letter or non-award incident. Protest may be submitted electronically on company letterhead to the Manager of Procurement and Contracts, Randy Orsby, by 5:00 PM CST/CDT at rorsby@mlgw.org. Before the execution of this Contract, the successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the bid price or such lesser amount as determined at the sole discretion of MLGW. The bond shall be made upon the form in this packet and shall be made a part of the Contract. The surety company shall be acceptable to MLGW.

Before the execution of the contract, the successful Bidder shall furnish, pursuant to Tennessee Code Annotated § 12-4-201, a Contractor’s Labor and Materials Payment Bond in a determined sum of no less than 25% of the bid price. The bond shall be made upon the form provided by MLGW in this packet and shall be made part of the Contract Documents. Such surety shall be acceptable to MLGW.

All contract bonds shall be written through a surety company duly authorized to do business in Tennessee.

No bidder may withdraw a bid for 120 days after the date and hour set for the opening of bids.

MLGW reserves the right to reject bids, to waive Minor Irregularities in the bids received, and to accept any bid or portion of the bid, that MLGW, in MLGW’s sole discretion, deems most favorable to the interest of MLGW.

The purpose of this notice is to advise the public of the following proposed permit action and solicit comments and information necessary to evaluate the potential impact of the proposed activities on the aquatic environment.

Pursuant to The Tennessee Water Quality Control Act of 1977, T.C.A. §69-3-108 and Tennessee Rules, Chapter 0400-40-07, the proposed activity described below has been submitted for approval under an Aquatic Resource Alteration Permit and Section 401 Water Quality Certification. Section 401 of the Clean Water Act requires that an applicant obtain a water quality certification from the state when a federal permit is required. This notice is intended to inform interested parties of this permit application and draft permit and rationale, and to ask for comments and information necessary to determine possible impacts to water quality. At the conclusion of the public notice period a final determination will be made whether to issue or deny the permit.

PROJECT DESCRIPTION / PURPOSE

Permanent fill of 0.43 low-quality isolated wetlands and 0.42 acres low-quality non-isolated wetlands associated with a mixed-use development. Mitigation is required for 0.17 acres at a 2:1 ratio for a purchase of 0.34 wetland mitigation credits from Rossville Farm Mitigation Bank.

ANTIDEGRADATION

The affected waters have available parameters for habitat. As described in the accompanying permit rationale, the Department has made a preliminary determination that the proposed activity will result in de minimis degradation.

FACTORS CONSIDERED

In deciding whether to issue or deny this permit, the Division will consider all comments of record and the requirements of applicable federal and state laws. The division will consider the nature, scale and effects of proposed impacts. The Division will consider practicable alternatives to the alteration, loss of waters or habitat, diminishment in biological diversity, cumulative or secondary impacts to the water resource, and adverse impacts to unique, high quality, or impaired waters. In making this decision, a final determination will be made evaluating appreciable permanent loss of resource values and proposed compensatory mitigation to ensure the project will not result in no overall net loss of state water resources values.

HOW TO COMMENT

TDEC is requesting public comment on this proposed permit action. Obtaining a broad range of facts and opinions on Agency actions is one of the best ways to ensure appropriate decisions. Persons wishing to comment on the proposal are invited to submit written comments to the Division. Written comments must be received within thirty days following distribution of the approved public notice materials (including signage and newspaper ad). Comments will become part of the record and will be considered in the final decision. The applicant’s name and permit number should be referenced. The Board of Directors of The Industrial Development Board of the City of Millington, Tennessee (the “Board”) will hold a regular meeting open to the public on Friday, February 13th, 2026 at 8:00 a.m. at the Chambers in City Hall located at 7930 Nelson Road, Millington, Tennessee 38053. There will be considered at such meeting such business as may properly come before the Board. There shall be a period for public comment. Pursuant to T.C.A. § 35-15-505(a)(6), notice is hereby given that the undersigned was appointed, and that the undersigned accepted the appointment, as Successor Trustee of the Wilson Family Revocable Trust Dated May 9, 2019 on or about the 23rd day of January, 2026. All persons, resident and non-resident, having claims, matured or unmatured, against the probate estate of Rudell Wilson, or against the Wilson Family Revocable Trust Dated May 9, 2019, are required to submit such claims to the Successor Trustee at 75 Green Tree Cove, Piperton, Tennessee 38017, on or before the earlier of the dates prescribed in subparagraphs (1) or (2) below, otherwise such claims shall be forever barred.

(1)(A) Four (4) months from the date of the first publication (or posting, as the case may be) of this Notice to Creditors if the creditor received an actual copy of this Notice to Creditors at least sixty (60) days before the date that is four (4) months from the date of the first publication (or posting); or
