ORDER FOR PUBLICATION

 In this cause, it appears to the Court from the allegations of the Petition that the Department of Children’s Services is seeking to declare Aaliyah Faye Madison a voluntarily delivered child pursuant to T.C.A. § 36-1-142, a copy of said Petition may be obtained at the Office of the Juvenile Court Clerk of Madison County, Jackson, Tennessee. The child was born on July 5, 2026, in Jackson, Tennessee and surrendered at the Jackson-Madison County General Hospital on July 6, 2026, as a Safe Haven baby pursuant to T.C.A. § 68-11-255 in Madison County, Tennessee. Aaliyah Faye Madison is a female infant who has sandy brown hair and weighed approximately six pounds and six ounces. The mother is believed to be from Haywood County, Tennessee.

 Failure by the biological mother to seek contact with the child through the Department of Children’s Services or to revoke the voluntary delivery within thirty (30) days of the date of the last publication of notice shall constitute abandonment of the child and of the mother’s interests.

 Any father of said child who fails to claim paternity by contacting the Department or by registering with the putative father registry within thirty (30) days of the date of the last publication of notice shall be barred from thereafter bringing or maintaining any action to establish paternity of the infant. Such failure by any father will constitute abandonment of any right to notice of, or to a hearing in, any judicial proceeding for the adoption of such infant and that consent of such putative father shall not be required for adoption of the infant. In the event that the biological mother or any father of the child requires additional information, they should contact Brittany Buckley, counsel for the Tennessee Department of Children’s Services, 225 Martin Luther King Blvd, Jackson, TN 38301; Phone 731-421-2000.

 It is, therefore, ORDERED that the biological mother and confidential father be served by publication of the following notice for four (4) consecutive weeks in The West Tennessee News, a newspaper of general circulation in Madison County, Tennessee and in the Brownsville States-Graphic, a newspaper of general circulation in Haywood County, Tennessee.

 The Final Hearing to terminate the parental rights of the biological mother and of any father is scheduled for October 20, 2026, at 2:00 p.m. Failure of said persons claiming an interest in the child to appear at the final hearing will result in the loss of their parental rights to the child.

 It is further ORDERED that if the biological mother or any father fails to enter an appearance or otherwise answer the petition, service of any future notices, motions, orders, or other legal documents in this matter may be made by filing the same with the Clerk of the Juvenile Court of Madison County, Tennessee.

NOTICE TO BIDDERS

All Sealed Bids, Bidder’s Qualifications, and completed Bid Envelope will be received from Bidders on Tuesday, August 11, 2026 at the Contracts Management Office, Memphis Light, Gas and Water Division (“MLGW” or “Division”), 220 South Main Street, Room 323, Memphis, Tennessee 38103 (mailing address: P.O. Box 430, Memphis, TN 38101-0430), prior to 4:00 PM CDT/CST. If you bring your bid to MLGW, please allow 30 minutes prior to 4:00 PM CDT/CST for MLGW security clearance and delivery of bids to the Contracts Management Department. The official time of receipt will be established in the Contracts Management Department and not at the main floor security desk. *Bids will be publicly opened and read on Wednesday, August 12, 2026, at 2:00 PM CDT/CST.

The project scope is to provide supervision, labor, equipment, and tools necessary to perform emergency repair maintenance on all generator sets under the responsibility of MLGW’s Building Construction and Maintenance department. The cost of any emergency repairs shall be on a time and material basis. The successful Bidder must be available on a 24-hour, seven (7) days a week basis and have an emergency response time of four (4) hours or less. The successful Bidder must be able to work on a variety of generators including: 1) Caterpillar; 2) Cummins; 3) Onan; 4) Detroit Diesel; and 5) John Deere. The generator sets range from 18 kW to 1000 kW. The successful Bidder must provide a cost estimate and receive approval from MLGW prior to starting and completing any necessary repairs. The generator sets are located at various MLGW facilities throughout Memphis, Shelby County, TN. The work must be completed in accordance with the Contract Document and Specifications.

Questions regarding this Sealed Bid must be submitted to MLGW in writing via email to acotton@mlgw.org with “Contract No. 12685 – Written Inquiry” in the subject line by no later than 11:00 AM CST on Wednesday, July 29, 2026.

During the solicitation of this Sealed Bid, potential Bidders shall not contact any MLGW staff except those designated in this document or subsequent addenda or correspondence. Noncompliance with this provision may result in the rejection of your firm’s bid. No phone calls related to this Sealed Bid will be accepted.

All bidders must be licensed contractors as required by Title 62, Chapter 6, of the Tennessee Code Annotated. The following information must be completed on the outside of the preprinted Bidder’s Envelope: Bidder’s Name, Bidder’s license number, expiration date, and that part of the classification applying to the bid (e.g., electrical, plumbing, heating, ventilation, and air conditioning). If the preceding information is not complete, the bid shall not be opened or considered by MLGW.

The Tennessee Contractor’s Classification required for this project shall be one of the following or any Tennessee-approved contractor’s license applicable to this project: N/A

NOTICE OF AN APPROVED ADMINISTRATIVE SETTLEMENT PURSUANT

TO 42 U.S.C. § 9613(f)

BROWNFIELD REDEVELOPMENT OF 981 SLEDGE AVENUE (LOT 2 of the RAGLAND SUBDIVISION), MEMPHIS, SHELBY COUNTY, TENNESSEE 38104,

known as Former Desoto Hardwood Flooring/West, Site # 79860B (hereafter “the Site”)

The Division of Land Protection-Remediation Branch (“DoR”) has accepted into its Brownfield Program an approximate 4.31 acres of real property to facilitate redevelopment of the Site by the City of Memphis (the “Voluntary Party”). The Brownfield Voluntary Agreement (“Agreement”) between the Voluntary Party and DoR includes liability protection for the Voluntary Party and any successor parties, including protection against third-party contribution claims regarding matters identified and addressed in the Agreement. This notice serves the dual purpose of notice of the terms of the Agreement to the public and to third parties who may hold contribution claims under 42 U.S.C. § 9613 (f).

The Site is a formerly developed, now vacant parcel that was owned and operated by Desoto Hardwood Flooring and is now owned by the Memphis Housing Authority. The Site was used for offices and storage support for the manufacturer of hardwood floors. The DoR acknowledges that the Site has been impacted by historical operations.

The contaminants of concern include various polyaromatic hydrocarbons (PAHs) in soil including: benzo(a)pyrene among others.

The Voluntary Party proposes to use the subject property for parking and storage of raw materials and equipment related to its public works operations.

The Site has been the subject of environmental investigations, the results of which have been reviewed by DoR. All reports of the investigation and remediation of the Site are on file with the DoR. These investigations concluded that the Site has been impacted by real or perceived hazardous substances, solid wastes or other pollutants determined to be present in this Site relating to historical operations at the site. Only minor contaminants have been detected in soil above applicable regulatory screening levels. Due to the presence of these constituents in soil, a Notice of Land Use Restrictions will be placed on the Site to limit certain future activities there. Additionally, a Soil Management Plan was prepared and will be followed during redevelopment activities. These and other measures required by DoR under the Agreement for the Site will ensure protection of human health and the environment.
