These permitting actions are not subject to the Prevention of Significant Air Quality Deterioration (PSD) requirements, as described in the Rules and Regulations of the State of Tennessee, Section 1200-3-9.01 (4)(a)2.

Stella Jones Corporation

Stella Jones Corporation is requesting to reclassify their 110,160 gallon Tank 3 which currently is only permitted to contain process water. They would like the flexibility to store refined chemical oil in that tank as well. The change would increase the potential-to-emit for the facility by 0.05 tons per year of volatile organic compounds. The facility would also like to reclassify Tanks 26 and 27 to be able to hold refined chemical oil. These tanks are currently permitted to contain HARF, creosote and crude. This change would not increase the facility’s potential-to-emit.

The impact to ambient air quality resulting from these construction and/or modification projects is not expected to be significant. The Department intends to issue the requested permits.

The City of Memphis, in coordination with the Tennessee Department of Transportation (TDOT), and the Federal Highway Administration (FHWA), is proposing to extend Paul R. Lowry Road from its current terminus at the south end of the Port of Memphis’ Frank C. Pidgeon Industrial Park to Weaver Road or State Route (SR) 14 (US-61/South Third Street) in Shelby County, Tennessee. The proposed project is sponsored by the City of Memphis, the Economic Development Growth Engine for Memphis and Shelby County (EDGE) and the International Port of Memphis. This public meeting is being held as part of the NEPA process, and an Environmental Assessment (EA) is currently being developed. Paul R. Lowry Road, in the project area, is currently a two-lane facility (one travel lane in each direction) with 11-foot travel lanes and two-foot shoulders that terminates in the southeastern section of the Frank C. Pidgeon Industrial Park, just west of the Horn Lake Cutoff.

The public meeting will provide the public with the opportunity to review and comment on the purpose and need for the proposed Paul R. Lowry Road extension project as well as the range of alternatives under consideration. Project displays will be available to view and the City of Memphis and TDOT project team members will be available to answer questions.
