In this cause a summons has been sued out under T.C.A. 13-6-106, for abatement of a public nuisance. Plaintiff has asserted that 1225 Argyle Avenue, Memphis, Shelby County, Tennessee 38107, Parcel ID 0400025 00059 is a public nuisance and has requested an Order of Compliance from this Court.

All owners and interested parties shall be put on notice, in accordance with Tenn. Code Ann. §13-6-106(c) in pertinent part that, the filing of a petition shall “(1) Create a receiver’s lien that secures an undetermined amount until the court establishes the amount. . .; (2) Act as a bar of any transfer of title of the subject parcel or of any interests pertaining to such subject parcel, including, but not limited to, transfers by tax sale or other foreclosure, transfers or creation of lien interests in the subject parcel, or otherwise, from the date of the filing until the petition is dismissed or until specific orders of the court authorizing a transfer of title, if the petitioner has attached a certificate of public nuisance issued pursuant to subsection (a); and (3) Authorize the municipal corporation, in its discretion, to access the subject parcel for boarding, securing, and maintaining the subject parcel at any time if it has been determined by the court that the owner has failed to do so. Any costs incurred by the municipal corporation shall be charged to the owner. Tenn. Code Ann. § 13-6-106(c).

IT IS ORDERED that a copy of this order be published one time in the Daily News and digitally in the Daily Memphian of Memphis, Tennessee. This order is hereby entered in accordance with T.C.A. 13-6-106.

All Bidders must be licensed contractors as required by Title 62, Chapter 6, of the Tennessee Code Annotated. The following information must be completed on the outside of the preprinted Bidder’s Envelope: Bidder’s Name, Bidder’s license number, expiration date, and that part of the classification applying to the bid (e.g., electrical, plumbing, heating, ventilation, and air conditioning). If the preceding information is not completed, the bid shall not be opened or considered by MLGW.

The Tennessee Contractor’s Classification required for this project shall be one of the following or any Tennessee-approved contractor’s license applicable to this project: N/A

If a State of Tennessee Contractor’s license is required, the Contractor’s license monetary limits must meet or exceed the Contractor’s bid price.

MLGW shall give Local Bidding Preference or Local Bidding Presence in the awarding of contracts and making purchases whenever applying such a preference is reasonable in light of the dollar- value of the bids received in relation to such expenditures. For Local Bidding Preference or Local Bidding Presence to be used in evaluating bids, all documentation as required in the Local Bidding Preference or Local Bidding Presence Policy must be submitted with the Bidder’s qualifications.

MLGW is subject to the Tennessee Public Records Act. Your bid may be examined by the public after it has been evaluated by MLGW and an award has been made.

This project is exempt from the mandatory contractor’s licensing requirements if the bid amount is under $25,000.

If the bid amount is under $25,000, the phrase “Exempt from licensing requirement” must appear in the Tennessee License number space on the preprinted bid envelope provided. However, other required information (e.g., Project title, contractor’s company name, contractor’s address, and bid due date) must be completed.

PY2026/FY2027 ANNUAL ACTION PLAN

The City of Memphis Division of Housing and Community Development (HCD) has prepared a draft of the PY26/FY27 Annual Action Plan (July 1, 2026 - June 30, 2027). The Annual Action Plan for FY2027 (HUD Program Year 2026) is required by the U. S. Department of Housing and Urban Development (HUD) for the receipt of Community Development Block Grant (CDBG), HOME Grant, Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA) Entitlement funds. This draft plan describes activities proposed by HCD to address the needs of low and moderate-income persons through goals, objectives, priorities, and strategies for housing, community and public services, assistance for the homeless and special needs populations, neighborhoods, and economic and community development in the City of Memphis.

Proposed Annual Action Plan Public Review and Comment Period

Copies of the draft PY25/FY26 Annual Action Plan will be available for a 30-day public review and comment period beginning May 1, 2026, and ending May 31, 2026. The plan may be reviewed on the following website: www.memphistn.gov/hcd-files.

Copies of the proposed plan will also be available upon request by emailing Anthony.Ray.Self@memphistn.gov or calling (901) 636-7434.

Public Hearing

On Thursday, April 30, 2026, from 5:30 p.m. until 7:00 p.m., the City of Memphis Division of Housing and Community Development (HCD) will hold a public hearing to present and receive comments on its draft PY26/FY27 Annual Action Plan. The venue of the public hearing is the Benjamin L. Hooks Central Library, 3030 Poplar Avenue, Memphis, TN 38111.

Persons or organizations wishing to comment on the Annual Action Plan are invited to participate in this public hearing.

Persons wishing to comment on the above subjects, but who are unable to attend, may do so by writing to Anthony.Ray.Self@memphistn.gov. Written comments will be received until 5:00 p.m., May 31, 2026.
