In this cause a summons has been sued out under T.C.A. 13-6-106, for abatement of a public nuisance. Plaintiff has asserted that 397 S. Front Street, Memphis, Shelby County, Tennessee 38103, Parcel ID No. 002095 00003 is a public nuisance and has requested an Order of Compliance from this Court.

All owners and interested parties shall be put on notice, in accordance with Tenn. Code Ann. §13-6-106(c) in pertinent part that, the filing of a petition shall “(1) Create a receiver’s lien that secures an undetermined amount until the court establishes the amount. . .; (2) Act as a bar of any transfer of title of the subject parcel or of any interests pertaining to such subject parcel, including, but not limited to, transfers by foreclosure, transfers or creation of lien interests in the subject parcel, or otherwise, from the date of the filing until the petition is dismissed or until specific orders of the court authorizing a transfer of title, if the petition has attached a certificate of public nuisance issued pursuant to subsection (a); and (3) Authorize the municipal corporation, in its discretion, to access the subject parcel for boarding, securing, and maintaining the subject parcel at any time if it has been determined by the court that the owner has failed to do so. Any costs incurred by the municipal corporation shall be charged to the owner. Tenn. Code Ann. § 13-6-106(c).

IT IS ORDERED that a copy of this order be published one time in the Daily News of Memphis, Tennessee. This order is hereby entered in accordance with T.C.A. 13-6-106.

Rochelle McCrackin, Esq., the maternal uncle, Elton Morman, and the maternal grandmother, Regina Morman were before the Court, and upon statements of counsel and review of the record, the Magistrate finds that Maternal Grandmother Regina Mormon’s Oral Request and Motion for Publication on Mother Recina LaShae Mormon shall be granted.

1.      That Maternal Grandmother is the Petitioner in this matter.

2.      This is the third setting for Mother Recina LaShae Mormon to appear and Mother’s whereabouts are still unknown and was last seen in Memphis, Tennessee and Olive Branch Mississippi.

3.      Petitioner has made diligent search and inquiry into the whereabouts of Mother Recina LaShae Mormon as reflected in Petitioner’s testimony in court, yet the whereabouts of said Respondent remain unknown and cannot be ascertained with reasonable diligence.

IT IS THEREFORE ORDERED

1.                That publication shall be issued on Recina LaShae Mormon by the Daily News, a publication in Memphis, Tennessee and publication in Olive Branch.

2.                   For other general relief as the Court deems necessary.

3.                   This matter is set for November 14, 2025, at 9:00am for status.

If after attempting to obtain competitive bids for material or services, only one (1) bid is received and that bid does not exactly meet our specifications or budgetary limits, the Procurement and Contracts Management staff shall have the authority to negotiate with the bidder to secure an acceptable bid.

Any protest must be filed in writing with the Manager of Procurement and Contracts by 5:00 PM CST/CDT within five (5) business days of the Notification of the Intent to Award Letter or non-award incident. Protest may be submitted electronically on company letterhead to the Manager of Procurement and Contracts, Randy Orsby, by 5:00 PM CST/CDT at rorsby@mlgw.org. For a copy of the MLGW Procurement Complaints and Appeals Process, visit www.mlgw.com/protest or call (901) 528-4020.

Before the execution of this Contract, the successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the bid price or such lesser amount as determined at the sole discretion of MLGW. The bond shall be made upon the form in this packet and shall be made a part of the Contract. The surety company shall be acceptable to MLGW.

Before the execution of the contract, the successful Bidder shall furnish, pursuant to Tennessee Code Annotated § 12-4-201, a Contractor’s Labor and Materials Payment Bond in a determined sum of no less than 25% of the bid price. The bond shall be made upon the form provided by MLGW in this packet and shall be made part of the Contract Documents. Such surety shall be acceptable to MLGW.

All contract bonds shall be written through a surety company duly authorized to do business in Tennessee.

No bidder may withdraw a bid for 120 days after the date and hour set for the opening of bids.

MLGW reserves the right to reject bids, to waive Minor Irregularities in the bids received, and to accept any bid or portion of the bid, that MLGW, in MLGW’s sole discretion, deems most favorable to the interest of MLGW.
