In this cause, it appears to the Court from the allegations of the Petitions that the Department of Children’s services is seeking to declare Unknown Boy a.k.a. Jeremiah Owen Shelby an abandoned and voluntarily delivered child pursuant to T.C.A. §§68-11-255, 36-1142, and 36-1-102(a)(v). The child was born on September 16, 2025, in Shelby County, Tennessee, at approximately thirty-seven weeks gestation. He weighed 2631 grams at birth and was approximately 45 centimeters long. He appears to be of African-American descent. The mother voluntarily delivered the child to Methodist Germantown Hospital for adoption on September 16, 2025, following her delivery elsewhere. The mother is believed to be of African-American descent and is believed to be from Shelby County. The father is of unknown descent and his location is unknown. The mother did not name the child before she abandoned him, and the Department provided the child with his name. The whereabouts and identities of the mother and father are unknown, and therefore, pursuant to T.C.A. § 36-1-142(e), ordinary process of law cannot be served upon them.

It is therefore, ORDERED that the biological mother and unknown father be served by publication of the following notice for four consecutive weeks in the Daily News, a newspaper of general circulation published in Shelby County, Tennessee and on the website for the Daily Memphian.

It is further ORDERED that if the biological mother or unknown father fail to enter an appearance or otherwise answer the petition, service of any future notices, motions, orders or other legal documents in this matter may be made by filing the same with the Clerk of the Juvenile Court of Memphis and Shelby County, Tennessee.

NOTICE TO BIOLOGICAL MOTHER OF JEREMIAH:

Before the execution of the contract, the Successful Bidder shall furnish, pursuant to Tennessee Code Annotated § 12-4-201, a Contractor’s Labor and Materials Payment Bond in a determined sum of no less than 25% of the bid price. The bond shall be made upon the form provided by MLGW in this packet and shall be made part of the Contract Documents. Such surety shall be acceptable to MLGW.

All contract bonds shall be written through a surety company duly authorized to do business in Tennessee.

No bidder may withdraw a bid for a period of 120 days after the date and hour set for the opening of bids.

MLGW reserves the right to reject bids, to waive Minor Irregularities in the bids received and to accept any bid or portion of the bid, which MLGW, in MLGW’s sole discretion, deems most favorable to the interest of MLGW.
