Council Vote Puts Overton Gateway Compromise To Test

Memphis City Council members will put a tentative compromise on the proposed Overton Gateway development to the test Tuesday, July 25.

The council is scheduled to vote on the multifamily apartment project to be built by Makowsky Ringel Greenberg that encompasses both sides of Sam Cooper Boulevard at East Parkway.

The development, located at the eastern border of Overton Park, drew early and vocal opposition from homeowners who favored single-family development.

Council member Worth Morgan, whose district includes the area, met privately with all sides in the dispute earlier this month. The session resulted in a compromise that reduces the height of the apartment buildings from five stories to three, cutting the number of units from 195 to 176. The compromise also increases outside parking.

While leaders of the neighborhood groups appeared satisfied with the compromise, individual homeowners could still come out against it when it goes to the council.

The Overton Gateway will be discussed first at a 1:30 p.m. committee session, which is likely to be the best indication if there will be opposition before the full council meets later that afternoon.

Also in committee sessions Tuesday, the council discusses a repeal of the ordinance that provides 1 percent of city capital spending per fiscal year go to the UrbanArt Commission for public art at city-funded developments.

Council chairman Berlin Boyd wants to explore moving the public art program into the city parks and neighborhoods division. The discussion is during the 2 p.m. council executive session. There is no proposal currently on the council’s agenda for a vote.

Up for third and final reading Tuesday is an ordinance that would lower the fee for having a boot removed from cars that park on private parking lots without paying. The current fee, as set by the city, is $125. The proposal would lower that fee to $50 and make other changes in the ground rules for attaching boots to cars. A final vote by the council was delayed earlier this month after industry representatives complained that the lowered fee was too low.

The council also votes Tuesday on a resolution by council member Janis Fullilove to double the reward for information in the fatal shooting June 11 of 2-year-old Laylah Washington to $10,000.

Police are still searching for suspects in what they have described as an apparent road rage incident that led to the shooting.

In other planning and development items on Tuesday’s agenda, the council takes up a convenience store with gas pumps on the northeast side of South Parkway East at Interstate 240 by Spire Enterprises. The Land Use Control Board is recommending rejection of the planned development that the council delayed a vote on in April.

The council also votes on a used car dealership to be built at 2514 Mount Moriah Road at American Way by Blue Hen Properties where the old Platinum Plus strip club was once located.

The council is also expected to set Aug. 8 as the date for a public hearing and vote on a proposed hotel at 404 Beale Street by KNM Development Group LLC.
