BOSTON (AP) – President Barack Obama says he "not happy" about the problems with his health care website and takes "full responsibility" for resolving the issues.

Obama is speaking in Massachusetts, which has a state law that was the model for the federal health care overhaul. The president cited early problems with the Massachusetts law as he tried to lower expectations for the initial enrollment in the federal system.

The president says eventually the HealthCare.gov website will be the easiest way to sign up for insurance.

The Massachusetts law was signed by former Gov. Mitt Romney, who lost to Obama in last year's November election. Obama says Romney "did the right thing" on health care.
