2. Council Discusses Doing Away With Elected City Court Clerk -

Memphis City Council members discuss a proposal Tuesday, July 10, that would abolish the office of City Court clerk and divert its functions to the city treasurer’s office.

The change would require approval by city voters in a referendum proposed for the Nov. 6 ballot. If the referendum ordinance is approved on three readings, it would be the fourth ballot question changing the city charter to go to city voters on the November ballot.

3. City Court Clerk Promotes Ticket Amnesty Program -

Memphians can pay off old traffic tickets and even regain driving privileges under a ticket amnesty program that went into effect last month.

City Court Clerk Kay Robilio’s office says the program applies to any traffic ticket that is at least 10 years old and was written by a Memphis Police officer. Citizens will be able to pay off these tickets at half their face value.

4. Final Budget, Tax-Rate Votes Lead Council Agenda -

Memphis City Council members are poised to end their budget season Tuesday, June 6, with a set of votes on four resolutions and six ordinances that are up for third and final reading.

The resolutions and ordinances would approve a roughly $680 million city operating budget and a $77.8 million capital budget, hikes in stormwater and sewer fees and take the city property tax rate from $3.40 to $3.27.

Got old traffic tickets? The City Court Clerk’s Office is having a sale on paying them off.

The office is offering a special Amnesty Program through the end of the year when all overdue traffic tickets can be paid off for as much as 50 percent less than what is actually owed, City Court Clerk Kay Robilio announced.

Shelby County Election Commissioners have certified the Memphis election ballot for Oct. 8.

Fundraisers and other campaign events for judicial candidates are difficult.

Sometimes there are more candidates for other offices at them than citizens with no direct political interest who are undecided on who to vote for. And more so than in any other field of candidates, judges are limited by ethics in what they can say when trying to persuade someone to vote for them.

23. Dueling Election Databases Make Tracking Difficult -

If ever the political axiom of needing a scorecard to keep up with the players applied to an election cycle, it would be the set of three elections in 2014 across Shelby County.

The middle election of the three – the August ballot of county general elections and state and federal primary elections – is expected to be one of the longest in the county’s political history, if not the longest.

26. State Court Ruling Adds Clarity to Hospital Lien Issue -

The Tennessee Court of Appeals has added another chapter to what is becoming a thick book of rulings on the issue of how much money hospitals can get from insurers.

The number of hospital liens filed by the Shelby County Health Care Corp. has spiked in the last two years as the company, also known as The Regional Medical Center at Memphis, seeks to recover a larger share of costs from insured patients.

Court filings in Circuit, Chancery and Probate Courts for the third quarter of 2010 were relatively unchanged from the same quarter of 2009 and down significantly from the second quarter of this year

The Tennessee Supreme Court has put off limits to hospitals medical insurance proceeds an insurer pays to third party service providers.

The decision Wednesday came in the case of Shelby County Health Care Corp. (The Regional Medical Center) vs. Nationwide Mutual Insurance Company.

The Association for Women Attorneys is celebrating its 30th anniversary this year, and in a commemoration of the goals women in the law have achieved, the organization Tuesday hosted the three female Tennessee Supreme Court justices – Chief Justice Janice M. Holder, Justice Cornelia A. Clark and Justice Sharon G. Lee – at a continuing legal education seminar at the Memphis Botanic Garden.

31. AWA Marks 30 Years With Supreme Court CLE -

The Association for Women Attorneys today will host Tennessee Supreme Court Chief Justice Janice H. Holder and Justices Cornelia A. Clark and Sharon G. Lee as part of its 30th anniversary celebration. The continuing legal education course will be held from 11:30 a.m. to 1:30 p.m. at the Memphis Botanic Garden’s Hardin Hall, 750 Cherry Road.

32. Court Filings Up Overall in Q2 -

Shelby County Circuit Court saw 1,720 cases filed in the second quarter, with more than 20 percent of them divorces with and without children. Auto accident and breach of contracts cases were the second- and third-highest categories, respectively.

Victor Robilio Jr. has been elected as the first male president in the Memphis Bar Auxiliary’s history. But that’s not all he has on his plate.

34. Bar Examines Dress Code Issue -

For an hour last week, a group of 16 attorneys and judges gathered in the Tennessee Supreme Court chambers in the Shelby County Courthouse to talk about whether a specific dress code is needed in the nine divisions of Circuit Court.

35. Judicial Evaluations Get Jaws Flapping and Tails Swishing in Legal Circles -

A week after their release, the latest batch of judicial evaluations from Memphis Bar Association members remains a touchy subject in the legal community.

The evaluations have been controversial since the first surveys were mailed to attorneys in 1987. The survey moved from once a year to once every two years in 2001 after lots of discussion about whether the timing of them was intended to influence judicial elections.

36. County's Judicial System Receives Grades -

New evaluations of 84 local judges, referees and judicial commissioners by the attorneys who practice before them show more interest in ranking Circuit Court judges than in ranking divorce referees.

37. CLE Session Examines ‘Rambo’ Tactics In Courtroom -

For attorneys working at small firms or on their own as solo practitioners, acquiring the required number of continuing legal education (CLE) credits each year can be a challenge.
With that in mind, the Association for Women Attorneys (AWA) set out earlier this year to make it just a little bit easier.

38. Sills Appointed To AANS Bulletin Advisory Board -

Dr. Allen K. Sills Jr., medical director of the Neuroscience Institute at Methodist University Hospital, associate professor at the University of Tennessee Health Science Center and neurosurgeon at Semmes-Murphey Neurologic & Spine Institute, has been appointed to the American Association of Neurological Surgeons' (AANS) Bulletin advisory board. Sills will contribute articles to the AANS' quarterly publication, "The Bulletin."

39. With the Heart of a Writer, Judge Robilio Keeps On Keeping On -

For someone who had aspirations of becoming a writer, Circuit Court Judge Kay Spalding Robilio instead distinguished herself as a judge.

Robilio recently was among four Shelby County judges nominated for the Young Lawyers Division's (YLD) 2006 Charles A. Rond Memorial Award. She is the outgoing president of the Association for Women Attorneys and this month passed the gavel of the presidency to attorney Laurie Christensen. Winners of the Rond award will be announced next Thursday at the YLD's annual meeting starting at 4:30 p.m. at The Rendezvous Downtown.

Dr. Dava F. Gerard has been appointed administrator for the Methodist Healthcare Cancer Center. She previously was the founding vice president and chief operating officer of the Nevada Cancer Institute in Las Vegas.

The Nashville chapter of the Association of Government Accountants hosts a seminar on updates to Tennessee tax laws Wednesday from 8:15 a.m. to 5 p.m. at the Bartlett Performing Arts and Conference Center, 3663 Appling Road. Representatives from the Tennessee Department of Revenue, the Tennessee Department of Labor and Workforce Development and the Tennessee Comptroller of the Treasury will facilitate sessions related to taxes affecting businesses. 43. Latest Legal Mentoring Program Pairs Seasoned Vets With Recent Grads -

The Memphis Bar Association's Senior Lawyers and Young Lawyers divisions have joined with the Leo Bearman Sr. American Inn of Court, the Ben F. Jones chapter of the American Bar Association and the Association for Women Attorneys to launch a mentoring program for sole law practitioners with five or fewer years of experience.

Angie Davis has handled many challenges in her seven years as an associate attorney with Baker, Donelson, Bearman, Caldwell & Berkowitz PC, but the biggest one so far involves balancing depositions with soccer practice.

Baker, Donelson, Bearman, Caldwell & Berkowitz PC announced that Jerry Stauffer was selected to serve as the firm's president and chief operating officer. Stauffer formerly served as chairman of the firm's litigation department, as a director of the firm and most recently as managing shareholder. Baker Donelson also announced that Mark Glover was named to a second term as managing shareholder. Ben Adams will continue to serve as board chairman and CEO.
