Amin Zaki, founder of Stella Maris Development, has plans to build 10 townhouse-style apartment units and a community courtyard at 1619 Monroe Ave.

Here comes the transition in the county mayor’s office. Shelby County Mayor-elect Lee Harris announced Wednesday that the transition team will be co-chaired by former Downtown Memphis Commission president Paul Morris and former Grizz coach Lionel Hollins. Harris’s campaign manager Danielle Inez will be executive director of the transition team. They are soliciting applications to be on the transition team and the resumes have to be in soon. Harris takes office as outgoing mayor Mark Luttrell leaves at the end of this month.

A Montreal-based real estate investor is under contract to buy One Commerce Square. The pending sale was revealed in a letter to the Downtown Memphis Commission.

Tennessee’s political officials are lauding the U.S. Supreme Court’s decision enabling states to effectively collect sales taxes from out-of-state online retailers.

But don’t expect the result of South Dakota v. Wayfair to be a watershed moment for the state budget. If you’re looking for a windfall to bolster education or house the homeless, close your eyes and dream on, because this likely isn’t about mo’ money, mo’ money.

22. Graceland Again Files Suit Over Whitehaven Arena Plans -

Graceland’s third Chancery Court action in less than a year was its most anticipated. Elvis Presley Enterprises filed a complaint in Shelby County Chancery Court June 29 seeking a declaratory judgment on whether its plans for an arena in Whitehaven violate the noncompete agreement city and county governments have with the part of the Memphis Grizzlies that runs FedExForum for both local governments.

23. Last Word: The View From Early Voting, Memfix 4 and Operation Keyboard -

Local Democrats made it formal Wednesday – taking complaints about the early voting sites and hours to the Shelby County Commission. The result is a special meeting Friday afternoon of the Shelby County Election Commission to talk about this. Meanwhile, the chairman of the local Republican party was just a few feet away from the Wednesday press conference by the Democrats at the county building. He says Democrats have it backwards, that the early voting sites favor Democrats.

24. DMC to Discuss Possible New Tax Incentives -

The Downtown Memphis Commission will explore the possibility of a new tax-incentive program during a Center City Revenue Finance Corp. policy committee meeting Friday, June 29.

Since many developers inquire about additional assistance beyond a standard PILOT (payment-in-lieu-of-taxes) abatement for infrastructure improvements, DMC staff is proposing the adoption of a site-specific tax increment financing arrangement.

The two contenders for Shelby County Mayor in the Aug. 2 county general election – Democratic nominee Lee Harris and Republican nominee David Lenoir – meet for the first time in the general election campaign Wednesday at the Memphis Kiwanis Club weekly luncheon. It is the first of several debates between the two. And judging from what Harris and Lenoir have said separately and what we’ve reported from those appearances, this is a highly anticipated debate/discussion about the future of Shelby County on several fronts.

The Memphis City Council gave final approval Tuesday, June 5, to a $685 million city operating budget, an $87 million capital budget and a $3.19 city property tax rate.

The votes ended City Hall’s budget season with few changes by the council to the budget proposed by Memphis Mayor Jim Strickland for the fiscal year that begins July 1.

To no one’s surprise the legal skirmish over Confederate monuments is on its way to the Tennessee Court of Appeals. Sons of Confederate Veterans and the Forrest family filed notice Thursday of their appeal of the Davidson County Chancery Court ruling of last week holding that the city of Memphis broke no laws in selling two parks, including the monuments in them, to a private nonprofit which then had the monuments removed.

41. One Beale Developers Present New Plan to DMC -

The developer of the ambitious One Beale project has again reworked its plans and is seeking a deadline extension from the Downtown Memphis Commission to close on the nine-figure deal.

Carlisle Corp.’s latest proposal to the Center City Revenue Finance Corp. comes more than a decade after its founder, the late Gene Carlisle, first proposed the massive mixed-use project.

For all of the expectation and ambition present in a Memphis where Crosstown Concourse is almost a year old, Shelby Farms Park is an institution and the local economy in general has shaken off a lingering recession that wanted a rent to own deal – there may be some limits to our ambition. The subject of county government’s $18 million to $25 million projected revenue surplus didn’t surface once this week as the Shelby County Commission’s budget committee continues to prepare for budget season. The Wednesday, March 28, committee session was the first since County Mayor Mark Luttrell’s administration said it is estimating the surplus for the current fiscal year, which ends June 30, because of better-than-expected county property tax collections and fewer appeals of property tax reappraisals.
