6. City Council Approves $685M City Budget, Takes City Tax Rate to $3.19 -

The Memphis City Council gave final approval Tuesday, June 5, to a $685 million city operating budget, an $87 million capital budget and a $3.19 city property tax rate.

The votes ended City Hall’s budget season with few changes by the council to the budget proposed by Memphis Mayor Jim Strickland for the fiscal year that begins July 1.

7. New Benchmark Owners Seeking Incentives for 4-Star Hotel -

A Rhode Island-based company has acquired the site of the former Benchmark Hotel and is seeking a 15-year tax incentive from the Downtown Memphis Commission to demolish the structure’s remaining concrete skeleton and replace it with a new four-star hotel.

The city’s tallest building, the 37-story 100 North Main Building – may or may not become the city’s second convention center hotel. But the skyscraper that has been vacant for four years and counting is the centerpiece of a 3-acre planned commercial complex anchored by a 600-room hotel, no matter where it winds up in the footprint. The complex, as much as the hotel, promises to change more than the city’s convention business.

To no one’s surprise the legal skirmish over Confederate monuments is on its way to the Tennessee Court of Appeals. Sons of Confederate Veterans and the Forrest family filed notice Thursday of their appeal of the Davidson County Chancery Court ruling of last week holding that the city of Memphis broke no laws in selling two parks, including the monuments in them, to a private nonprofit which then had the monuments removed.

17. One Beale Developers Present New Plan to DMC -

The developer of the ambitious One Beale project has again reworked its plans and is seeking a deadline extension from the Downtown Memphis Commission to close on the nine-figure deal.

Carlisle Corp.’s latest proposal to the Center City Revenue Finance Corp. comes more than a decade after its founder, the late Gene Carlisle, first proposed the massive mixed-use project.

The subject of county government’s $18 million to $25 million projected revenue surplus didn’t surface once this week as the Shelby County Commission’s budget committee continues to prepare for budget season. The Wednesday, March 28, committee session was the first since County Mayor Mark Luttrell’s administration said it is estimating the surplus for the current fiscal year, which ends June 30, because of better-than-expected county property tax collections and fewer appeals of property tax reappraisals.

Midtown Market, a mixed-use project Belz Enterprises and Harbour Retail Partners are developing at the the corner of Union Avenue and McLean Boulevard, appears set to move forward soon.

Developers have filed a $24 million building permit application for the project, which appears to be in line with a scaled-back outline of the project presented to Downtown Memphis officials earlier this year. Interim Downtown Memphis Commission president Jennifer Oswalt told The Daily News, in response to the permit, the project looks headed in the same direction as plans presented to the Center City Revenue Finance Corp. and Design Review board in February, and “we are excited that it is getting started.”

A $100,000 bonus from the University of Memphis board of trustees for U of M president David Rudd at Wednesday’s trustees meeting. The bonus is from private funds raised by the university foundation. The board also approved a paid parental leave policy – specifically the funding for that policy. And it reviewed scaled-back plans for the $30 million new rec center for students that will incorporate some of the existing rec center.

It wasn’t so much what Liberty Bowl Memorial Stadium’s football tenants saw in the most recent tentative ideas for the Fairgrounds redevelopment, it’s what they didn’t see – 3,000 parking spaces they estimated would be eliminated in the project.

The agreement allows revenue from a 2015 increase in the hotel-motel tax to be used to finance renovations of the Memphis Cook Convention Center as well as the debt on the arena.

Shelby County Commissioners approved a resolution Monday, Sept. 11, backing the city’s efforts to remove Confederate monuments with a waiver from the Tennessee Historical Commission. The resolution by commissioner Walter Bailey also backs the Memphis City Council’s move to an ordinance that could take down the monuments after the Oct. 13 decision if the historical commission does not grant the waiver.

99. Novel Evokes Memories of Davis-Kidd, With a Few Updates -

If you turn your head and squint your eyes just right, you can almost believe that Davis-Kidd Booksellers is back.

That beloved Memphis institution closed in 2011 after more than 25 years in operation. The store was soon renamed the Booksellers at Laurelwood, but while it had the same location and the same employees, it wasn’t quite the same as its predecessor. Then, after barely six years in business, that store also closed down in February, leaving a gaping hole in the city for readers who still liked to visit bookstores.
