Memphis City Council members voted Tuesday, Feb. 7, to establish a city budget line item for the architecture and engineering design of an expansion of Memphis Zoo parking in Overton Park. The money to pay for the planning will come from the zoo and the Overton Park Conservancy with no expense to the city.

5. Shops at Kirby Gate Sells for $3.4 Million -

A California-based investor has purchased the Shops at Kirby Gate in East Memphis for $3.4 million.

An affiliate of Los Angeles-based Westwood Financial Corp. acquired the shopping center at the northwest corner of Quince Road and Kirby Parkway from Shops at Kirby Gate LLC, according to public records.

6. Summer Avenue Car Lot Denied -

In zoning and development items Tuesday, Dec. 16, the Memphis City Council unanimously voted down a car lot at Summer Avenue and Vaughn Road.

Council members approved an amendment to the Kirby Gate planned development by Grant Properties LLC that allows a self-service storage facility as well as an amendment to the Oak Tree Planned Development at Mt. Moriah Road and Park Avenue permitting commercial mixed-use development.

Memphis City Council members put to rest Tuesday, Dec. 16, at least the City Hall portion of the debate about city employee benefits and the liability of those benefits by approving changes to the city’s pension plan.

8. Germantown Planning Commission OKs Plan for Whole Foods -

Developers on Tuesday, Jan. 7, cleared a key regulatory hurdle for a planned Whole Foods Market store in Germantown.

Before a packed house, the Germantown Planning Commission voted to approve a revamped plan for a new Whole Foods store at the southeast corner of the intersection of Poplar Avenue and Pete Mitchell Road, on the eastern edge of Germantown’s Central Business District.

9. Traffic Concerns Delay Germantown Whole Foods -

The development team behind a proposed Whole Foods store in Germantown is going back to the drawing board after some neighbors expressed concerns about the project, particularly over traffic.

The development team withdrew its application from the Germantown Planning Commission’s Tuesday, Dec. 3, agenda and will return next month. After that, the development team would need approval from Germantown’s Board of Mayor and Aldermen.

Memphis City Council members this week take up $375 million in refunding bonds and general obligation bonds, and discuss a land swap with Church of the River for access to a boardwalk on the Harahan Bridge across the Mississippi River.

16. Brooks Brothers Relocating to Saddle Creek -

High-end clothier chain Brooks Brothers plans to open a new location at The Shops of Saddle Creek West in Germantown.

The New York City-based retailer will open in 7,500 square feet of space at 7509 Poplar Ave. by early June, taking over the two suites formerly occupied by Indigo and Talbots Men’s. Indigo last month relocated and expanded two spaces down into the old Natural Body Spa & Shoppe space.

17. J.D. Byrider Brings First Franchise To Memphis -

The nation’s largest used car franchise company has entered the Memphis market. Carmel, Ind.-based J.D. Byrider has inked 30,900 square feet at 2580 Mount Moriah Road, marking the company’s second Tennessee dealership.

An up-and-coming Mid-South cheer and tumbling company has signed a new lease to expand its business, a move that will benefit the facility’s students and parents alike.

Memphis Pride is relocating from a 5,000-square-foot space in Cordova Industrial Park to 16,080-square-foot lease at 7740 B Trinity Road, suite 126.

25. IDB to Consider Hospital PILOT -

Developers of a long-term acute-care hospital and outpatient center in East Memphis are seeking a 15-year, $3 million PILOT (payment-in-lieu-of-taxes).

The tax break proposal from Health Care Realty of Memphis LLC for the $16.2 million project is on the agenda for Wednesday’s meeting of the Memphis-Shelby County Industrial Development Board. The board meets at 3 p.m. at City Hall, 125 N. Main St.
