7. Sales Tax Hike Campaign Begins -

The Shelby County Election Commission hasn’t formally set the election date, but the campaign for passage of a half percent hike in the city sales tax is underway.

Proponents of the tax hike to fund pre-kindergarten programs in the city of Memphis rallied last week at the Children’s Museum of Memphis, and by the end of the week they were on the road speaking to civic groups.

8. Rhodes Honors Gray for Outstanding Research -

Dr. Patrick Gray, an associate professor in Rhodes College’s department of religious studies, has received the college’s Clarence Day Award for Outstanding Research. Gray’s research centers on biblical studies, specifically the history and literature of early Christianity and the Greco-Roman context.

9. Tribute Symposium Honors Six Local Women -

The Women’s Foundation for a Greater Memphis paid tribute to six local women at a sold-out luncheon of more than 1,600 attendees on Friday, April 26.

The Legends Awards honor women whose work embodies the mission of the foundation – to support women and children throughout Shelby County.

10. Critical Merger Decision Now Centers on School Board -

The group with the most direct role in what a consolidated school system will look like and how it will operate is now the group at the center of the ongoing federal lawsuit over the merger and the reactions to it.

11. Merger Special Master Could Have Different Terms -

The Shelby County Commission, the city of Memphis and suburban Shelby County leaders all agree details of the merger of public schools in Shelby County could come down to a federal court order.

But in their filings Wednesday, Feb. 27, in U.S. District Court for the Western District of Tennessee, there are some differences in how the three parties in the federal lawsuit believe the court might become involved directly in the merger.

12. Commission, City and Suburbs Agree on Schools Master -

Attorneys for the Shelby County Commission, the city of Memphis and suburban leaders agree that a special master should be appointed by Memphis Federal Court Judge Samuel “Hardy” Mays.

The master would generally monitor progress toward the August date for the consolidation of Shelby County’s two public school systems.

13. Schools Merger Issues Moving on Several Fronts -

The schools merger issue is moving again on several fronts less than six months before the first school year of the consolidation begins.

The movement began with the release of a preliminary schools budget for the first year of the merger that shook many county and city schools parents out of the mindset that the merger would mean few changes at the school level.

David Palmer has joined Cannon Wright Blount certified public accounting firm as director of assurance and accounting services. Palmer’s specialties include audit and profit-sharing plans in the nonprofit, health care, government and construction industries.

15. Countywide School Board To Discuss Future Supt. -

When countywide school board members resume a still-preliminary discussion Tuesday, June 19, about who should be superintendent of the merged public school system to come, they will have another opinion to consider.

16. More Work Follows Schools Plan Approval -

The plan for a consolidated countywide public school system isn’t finished just yet despite last week’s vote by the schools consolidation planning commission.

What was already a complex and unprecedented process gets more complex and involves more people going forward in addition to the 21-member planning commission.

17. Schools Group Lists "Bloody" Options To Close Funding Gap -

The group planning out a consolidated countywide school system found a way to balance the budget of the school system to come.

But it would come at the expense of much of the work the group has done to build an improved and merged school system.

18. New School System Faces $89M Shortfall -

The gap between expenses and revenues for a countywide school system that debuts in August 2013 is estimated at $89 million by the group that is planning what the school system will look like and how it will operate.

19. Planning Commission Still Working Out Details -

The time is drawing near for the schools consolidation planning commission. “I’m not going to tell you what I compared this to,” commission chairwoman Barbara Prescott said last week. “But it’s been almost nine months.”

20. Board Representation at Stake in Bill -

In the legislation passed by the Tennessee General Assembly last week allowing suburban referendums this year on forming municipal school districts there was another part of the bill.

And it completes some important terms for the Nov. 6 school board elections that would follow the planned Aug. 2 referendums on forming school districts and levying a half- cent local option sales tax rate increase if voters approve both questions.

21. School Board Preps for Merger Recommendations -

The countywide school board has set up a committee to review recommendations from the schools consolidation planning commission that will recommend the structure of the new consolidated school system.

22. Tennessee Legislature Could Decide Muni Districts -

This could be the week that the Tennessee Legislature decides the timing of the rise of suburban municipal school districts in Shelby County.

The issue is an amendment to a Senate bill on school bullying that would permit the suburbs to call referendums this year on forming such school districts.

23. Schools Planning Commission Weighs, Rejects Stand on Schools Bill -

The schools consolidation planning commission considered Thursday, April 19, but voted down a resolution that would have urged the Tennessee legislature not to pass the bill that would allow suburban towns and cities to hold referendums this year on forming municipal school districts.

24. Planning Commission Endorses School Freeze -

There will be another vote probably next month. But the schools consolidation planning commission has endorsed the general idea that students in the merged Shelby County Schools system will have the same school assignments for at least the first two years of the merger.

25. Consolidation Planning Remains in Flux -

The way some on the schools consolidation planning commission see it, the group has some momentum going in its goal of selling a still-forming consolidated school system plan to parents – urban and suburban.

26. Municipal Schools Bill Amendment Surfaces -

As the Tennessee House education subcommittee was meeting in Nashville Wednesday, March 29, it was where most of those involved in the local schools reformation saga were focusing their attention.

And the center of their attention was a bill lifting the statewide ban on the creation of municipal school districts.

27. All Eyes Look to Nashville in Schools Debate -

As Tennessee legislative committees in Nashville prepare to shut down for the year, there are still a few to meet this week.

And one of them on Wednesday, March 28, could be the next curve in the schools reformation saga.

28. School Board Rejects Building Transfer Rules -

Countywide school board members rejected Thursday, March 22, an agreement with county government on the possible transfer of school buildings to municipal school districts that would check possible legislation in Nashville on the same general subject.

29. Group Weighs Schools Logistics -

The city charter requires Memphis Light, Gas and Water Division to provide water to the Memphis City Schools system at no charge.

When MCS consolidates with the Shelby County Schools system in 2013, the merged system may have to pay a water bill as well as electric and gas bills. Or the free water may flow to the former county schools as well.

30. Planning Commission Reworking System Structure -

The schools consolidation planning commission isn’t quite ready to vote on a structure for the consolidated countywide system to come. That milestone vote may come Thursday, March 8.

The hold up is how the new system will handle decisions that are already being dictated by other events in education reform like charter schools and the state’s Achievement School District.

31. Schools Planning Commission Reworking School System Structure -

Members of the schools consolidation planning commission want more work on the structure of the consolidated countywide public school system to come.

The group spent much of its meeting Thursday, March 1, talking about a structure that would create two tiers of schools – those in a centralized school system with sub regions and those in a “path to autonomy” school system similar to charter schools.

32. ASD Spells Out School Changes -

Now that the state’s Achievement School District has named the three Memphis City Schools in which it will run charter schools and three others that will be run by the state as neighborhood schools, the move to a swift transition by August begins.

33. ‘Wheel’ Now in Motion for New School System -

Those on the schools transition planning commission called it “the wheel.” Bartlett Mayor Keith McDonald called it “the wheel of education.”

34. More Work Needed Before May Referenda -

Municipal school districts may be a good idea.

But what passes for a plan to launch such school systems is dangerously deficient and a disservice to the suburban voters who are being asked to embark down the road to such school districts in a set of referenda in May.

35. Schools Discussion Hits Two Points -

The Arlington board of aldermen takes a final vote Tuesday, Feb. 21, on a May 10 referendum on a municipal school district.

If the referendum ordinance is approved, it would be the first of several moves to the ballot by Shelby County’s suburban municipalities who are considering each creating their own school systems.

36. Suburban Schools’ Train ‘Has Left the Station’ -

The six suburban mayors say the train to municipal school districts is on the tracks and has no time to stop to consider whatever plan the schools consolidation transition planning commission comes up with for a merged public school system.

37. Suburban Mayors Hear Lots Of Concerns From Schools Planning Commission -

The group drawing up the blueprint for a consolidated countywide public school system will plan for a school system that covers the entire county including the suburban towns and cities.

That’s what the chairwoman of the schools consolidation transition planning commission told all six suburban mayors Thursday, Feb. 16, as the planning commission talked with the mayors about their plans to create municipal school districts.

38. Consolidation Talks Merge With Municipal Plans -

At the outset, members of the schools consolidation transition planning commission set out some basic ground rules for the set of public hearings they began in late January.

They wouldn’t answer questions about details of a merged school system that hadn’t been worked out yet. They would listen and they wouldn’t deal with items that weren’t part of what they are required to do by law – come up with a blueprint for a single countywide public school system.

39. State Education Commisioner to Get Consolidation Updates -

Tennessee Education Commissioner Kevin Huffman will probably be meeting with leaders of the schools consolidation planning commission on a monthly basis.

40. Schools Transition Committee Hears Few Hopes In Collierville - The first public hearing in the schools consolidation process Tuesday, Jan. 10, drew more than 600 people to Collierville United Methodist Church.

Hosted by the schools consolidation transition planning commission, the forum featured lots of opposition to the coming schools consolidation and concerns about student achievement and the movement of students and teachers among schools.

41. Planning Commission Asks for Public Input -

The schools consolidation planning commission goes on the road Tuesday, Jan. 10, with the first public hearings by the group that will soon begin drafting the plan for operating a single Shelby County public school system.

Boston Consulting Group has been hired as the consultant to the schools consolidation planning commission and could begin its work as early as Friday, Dec. 9.

The commission approved the contract through the non-profit Shelby County Schools Education Foundation Thursday afternoon in a unanimous voice vote.

45. Schools Planning Commission Hears From Huffman -

The schools consolidation planning commission approved the idea Thursday, Dec. 1, of the Shelby County Education Foundation being the middle man for a contract with an education consultant group.

But a contract with Boston Consulting Group isn’t quite ready yet said planning commission member and attorney Christine Richards who is drafting the agreement.

46. BCG Contract Approval Expected -

The schools consolidation planning commission could approve a contract with an education consultant at its Thursday, Dec. 1, meeting.

The panel that is to come up with the plan for a merger of the Memphis City Schools and Shelby County Schools systems will work through the Shelby County Schools Foundation and with private funding in the proposal to hire Boston Consulting Group.

47. School Board To Discuss Policy on School Sales -

The countywide schools board is waiting on a plan for the merging of the two public school systems in Shelby County.

But there are already indications the board of 23 will take up some ideas for common policies for both school systems before a plan arrives next summer from the consolidation planning commission. That includes a policy to set terms for the possible sale of school buildings to a separate suburban school system that might arise in 2013.

48. Schools Planning Group Maps Path -

The schools consolidation planning commission will probably hire a consultant sometime next month and the group should begin making the first decisions on what a consolidated school system looks like early next year.

49. Schools Get Fresh Start With New Board -

The separate Memphis City Schools and Shelby County Schools boards are no more when the end of September rolls over into October.

And the 23 members of the countywide Shelby County Schools board take the oath of office Monday, Oct. 3 at the MCS auditorium.
