2008: WSG Memphis LLC takes a revised application for a mixed-use development to the Land Use Control Board for approval. The company has assembled more than 90 lots and parcels covering 26 acres on Poplar Avenue east of Cleveland where apartment buildings and some homes once stood. The plan is for a mix of retail shops, larger retail stores, medical offices and restaurants, along with apartments and condos.

Memphis City Council members got a first and at times conflicting look Tuesday, Jan. 21, at the hard decisions they could make about city spending on public safety.
Memphis Mayor A C Wharton Jr. walked the council through some ideas for cuts in city spending beyond larger changes in city retirement and health benefits. Those obligations are the “cornerstone” of the efforts to get the city’s financial house in order, said city Chief Administrative Officer George Little.

Memphis Housing and Community Development director Robert Lipscomb confirmed that he is working on the effort but said he was not yet able to release detailed information on the project.

In 2008, something was brewing in the area near Cleveland and Watkins streets south of Poplar Avenue in Midtown.
A developer, Tom Marsh, working with Florida-based WSG Development, had unveiled plans for a mixed-use development to include small and large retail, including a Target store, condominiums, apartments and medical offices, along with all-around improvements to the neighborhood known as Crosstown.
