Memphis City Council members offer their first thoughts Tuesday, July 23, on the reconfiguration of city sanitation services outlined last week by Memphis Mayor Jim Strickland.

2. Crosstown High School Gets $2.5 Million XQ Institute Grant -

A year from opening, organizers of Crosstown High School have secured a $2.5 million, five-year grant from a national education reform group focused specifically on high schools.

“It puts us in a much greater financial position,” said Chris Terrill, Crosstown High executive director. “But more important than the financial revenue is the connection we make to the XQ network of people.”

3. Dunbar Elementary Gets Reprieve, But Carnes Closing -

Dunbar Elementary School will remain open next August, while Carnes Elementary will close its doors forever at the end of the current school year.

The Shelby County Schools board voted unanimously Tuesday, Jan. 31, to close Carnes after SCS superintendent Dorsey Hopson withdrew his recommendation to close Dunbar.

4. Hopson Says Violence Shows 'Desperation and a Lack of Hope' -

Shelby County Schools superintendent Dorsey Hopson wants the school system to find a way to combat violence outside the borders of school campuses as well as within.

Hopson expressed concern Tuesday, Jan. 31, about violent crime in the city after a spike in January in which there were five homicides in one weekend across the city. Two of the five people who died were each 15-years old and both Shelby County Schools students.

5. Evolving PILOT Programs in Memphis Look to Restore Competitive Balance -

When the Memphis-Shelby County Economic Development Growth Engine approved its Fast Track payment-in-lieu-of-taxes (PILOT) program earlier this year, it was with the hopes of bringing back a competitive balance between Memphis and North Mississippi.

7. Moving Dirt -

The Memphis development community is looking inward and upward to increase density in the urban core. New construction is happening across all four commercial real estate sectors, with long-anticipated projects like Trader Joe’s and the redevelopment of Central Station finally coming to fruition. Construction and operating costs continue to be a challenge as new projects hit the top of their class to command higher rents.

Backers of Memphis mayoral contender Harold Collins are referring to his campaign as a crusade in which incumbent Mayor A C Wharton Jr. and Collins’ City Council colleague Jim Strickland may have claimed most of the contributions and support of business leaders.

Five years after the city bulldozed away any trace of the old Marina Cove apartment complex in Hickory Hill and gave the land to a community development corporation, Power Center Academy is about to break ground on what is called the Eden Square development.

A charter school operator has inked a lease for space on Winchester Road in Hickory Hill.

Gestalt Community Schools has leased 57,000 square feet of space at 5360 Winchester Road inside the Mendenhall Square shopping center.

15. School Board Begins Contract Extension Talks, Approves Two Charters -

Shelby County Schools board members have authorized the board’s attorney to begin talks with attorneys for superintendent Dorsey Hopson about a possible extension of his three-year contract to lead the school system.

16. Real Estate Road Show Heads to Hickory Hill -

The Shelby County Real Estate Road Show starts its second year Aug. 28 with an event that will provide information on the county’s tax sale and land bank.

The free event will be held at the Hickory Hill Community Center, 3910 Ridgeway Road. Registration will begin at 5:30 p.m., with the 90-minute program starting at 6 p.m.

All of the items on the Memphis-Shelby County Industrial Development Board’s special meeting Friday were lacking one major detail: time.

The board granted U.S. Foodservice Inc. more time for the presentation of its seven-year, $14.3 million payment-in-lieu-of-taxes request for expanding a distribution warehouse it now leases a portion of at 5900 E. Holmes Road.

21. Charter 411 -

The metro government charter, to be voted on Nov. 2, would combine the Memphis and Shelby County governments into one new local government.

The 49-page charter is the work of the 15-member Metro Charter Commission, which began in November and completed its work just weeks ago.

22. In Search of an Oasis -

Part of the path to inner-city recovery appears to run through a garden, or at least through the produce section of a supermarket. Nine farmers markets operate in various parts of Shelby County this summer, from Downtown to Collierville and places such as Germantown, Agricenter International and Cooper-Young in between.

23. Mall Boosts Hickory Hill Business Activity -

Jara Robinson picked up a shoe that looked more like artwork than footwear at The Stiletto Bar.

“The name almost speaks for itself,” she said, describing the store she opened inside Hickory Ridge Mall two months ago. “I was just trying to bring something new and trendy to the area.”

24. Changing Tide -

The foreclosure crisis took an interesting twist in the past year.

No longer was the problem relegated only to blighted communities like Frayser, Raleigh and Hickory Hill.

Although those areas were still severely afflicted by loan defaults and vacant homes, the biggest foreclosure headlines of the previous 12 months centered on some of the area’s most ambitious projects and most prominent properties.

25. New & Improved -

Just more than two years after being ravaged by a tornado, Hickory Ridge Mall will reopen this weekend under new ownership and having undergone millions in renovations.

The mall now will be a community center featuring retail components and eventually will include a medical center.

29. Stimulus Money To Return Foreclosures To Marketplace -

Part of the latest dose of federal stimulus money to arrive in Shelby County predates the Obama administration.

This week at the Frayser Community Development Corp., office, home and mortgage lenders as well as leaders of the various CDCs across the county gathered to mark the awarding of almost $27 million in federal funding. The money from the U.S. Department of Housing and Urban Development comes from Washington through the Tennessee Housing Development Agency and other state agencies.

30. Stimulus Funds Allocated to Erase Neighborhood Blight -

Bit by bit, it’s becoming clearer how millions of dollars in emergency federal money flowing to cities and agencies across the country will be used to repair Memphis neighborhoods ravaged by foreclosure and blight.
