Cummins Buys East Brooks Property
Memphis-based Cummins Mid-South LLC has bought a 33,966-square-foot auto-service garage at 1784 E. Brooks Road for $1.8 million. Cummins Mid-South, an auto parts and service company, already was the property's tenant, operating a service center at the location. The sale closed Feb. 13.
Built in 1965 and including 3,726 square feet of office space, the facility sits on five acres at the northwest corner of Carrier Street and East Brooks in the Terminals Incorporated Subdivision in Whitehaven.
The Shelby County Assessor's 2007 appraisal for the land and building was $1.1 million. CMSI Leasing, the previous owner, bought the property in 1986 for $209,000.
In conjunction with the sale deed, an agreement was filed in which CMSI Leasing Partnership - formerly the landlord - acknowledged the sale of the property to its former tenant, Cummins Mid-South.
A call to Tom Owens, Cummins Mid-South's vice president for marketing, communication and business development, was not returned by press time.
Cummins Mid-South is the exclusive distributor of Cummins and Cummins Onan automotive products in Alabama, Arkansas, Louisiana and Mississippi. The company also serves the panhandle of Florida, southern Illinois, eastern Missouri and western Tennessee. Cummins Mid-South has 13 locations, 100 service trucks and 550 employees.
Center City Board To Consider Main St. Security
The Center City Commission board of directors today will vote on a proposal for a Downtown security force to patrol along Main Street and other areas to assist homeless people who may need help and to attempt to curb harassment by panhandlers.
Earlier this week, the CCC Safety and Security Committee approved the hiring of CDA Inc. to patrol Downtown for a pilot program that will run from April through June. The officers would be trained under a Shelby County Sheriff-sponsored program and work in shifts from 8 a.m. to 4 p.m. and 4 p.m. to midnight.

Board members also will consider requests from Eight S Main LLC for a payment-in-lieu-of-taxes (PILOT) agreement and development loan for the renovation at 8 S. Main. The renovations will include three rental apartments and 1,800 square feet of retail space.
The meeting begins at noon at the CCC offices, 114 N. Main St.
Nine Foreclosure Notices Filed Against Alexander
Eight first-run foreclosure notices against properties owned by Charles Alexander and one notice of foreclosure for a property owned by Charles and Patricia Alexander appear starting on Page 23 of today's Daily News.
Charles Alexander has seen 27 foreclosure notices filed against his properties since Feb. 12.
The properties facing foreclosure are 942 N. Bingham St.; 1026 Faxon Ave.; 1767 Swift St.; 1681 Oakwood St.; 2211 Clarksdale Ave.; 1431, 1439 and 1443 Stonewall St.; and 423 Lucy Ave.
Washington Mutual Bank is the owner and holder of the debt for the Bingham Street property and BancorpSouth Bank is the owner and holder of the debts for the rest of the properties.
The Bingham Street property is scheduled for foreclosure sale March 17. The properties on Faxon, Swift, Oakwood and Clarksdale are scheduled for sale March 20; and the Stonewall and Lucy properties are slated for sale March 26.
Alexander's wife, Patricia, signed the trust deed on the Bingham Street property. She is listed as an interested party on all of the other foreclosure notices.
Charles Alexander is listed on the Tennessee Secretary of State's Business Information Web site as the registered agent for ASIC Inc., a real estate brokerage company that was administratively dissolved in 2004, according to the site.
The principal address given for ASIC on the Secretary of State's site is 3415 Bedford Lane in Germantown, a residence that was sold to Brenda Smedley by Charles W. and Patricia Alexander in April, according to the Shelby County Register.
Attempts to reach the Alexanders at several numbers have been unsuccessful.

Churchwell Trial Date Set for April 14
An April 14 trial date has been set for Dennis Churchwell, charged with perjury in connection with the federal bribery case against former City Council member Edmund Ford Sr.
U.S. District Judge Bernice Donald set the trial date Thursday.
Churchwell is accused of lying to a grand jury about when he filed his tax returns. He's also accused of lying when he denied an alleged scheme in which he forgave Ford's rent on the mortuary in exchange for Ford's vote to change the zoning on other nearby property Churchwell and his wife owned. Neither Ford nor Churchwell is charged with any wrongdoing in the alleged vote-for-rent scenario.
Ford faces two sets of corruption charges. One is for allegedly taking bribes from former Shelby County Board of Commissioners member Joe Cooper to vote for a billboard zoning matter. The other is for allegedly using his political influence on behalf of former Memphis Light, Gas and Water Division President Joseph Lee in exchange for not paying utility bills for the E.H. Ford Mortuary. Lee also is charged in that case.
Mark S. McDaniel, Churchwell's attorney, told Donald Thursday that he is seeking a mental evaluation of Churchwell to determine if Churchwell is competent to stand trial on the perjury charges. The request comes after McDaniel had Churchwell evaluated for learning disabilities. The previous evaluation was discussed privately at the bench with Donald and Assistant U.S. Attorney Larry Laurenzi.
All sides in the case are due back in court March 20 for another report date.
Operation Heartbreak Hotel Hearing Reset for Monday
A hearing has been reset for four motel owners whose properties were shut down Feb. 12 following an undercover investigation dubbed "Operation Heartbreak Hotel."
The hearing originally was scheduled to take place Feb. 15, but was reset for Monday at 10:30 a.m. after the attorney representing the motel owners said he was not ready to proceed. Walter Bailey of the Walter Bailey Law Firm is representing the owners.
The Shelby County District Attorney General's Office filed nuisance petitions against the motel owners after numerous violations were witnessed taking place on the properties, such as prostitution and drug sales. District Attorney Bill Gibbons has said he is seeking a permanent closure of the motels.
FedEx Ground to Open Kentucky Distribution Center
FedEx Ground, a subsidiary of Memphis-based FedEx Corp., has announced it will open a new satellite distribution center in Paducah, Ky., this September.
FedEx spokesman David Westrick said 50 new jobs are planned within two to three years and 100 jobs within five years. He said the company will close its smaller center there and move most of its 40 employees.
The $4 million, 51,000-square-foot building will be just north of Interstate 24, less than three miles from chief competitor UPS.
The new building is part of a much larger expansion by FedEx, which plans to add about 280 facilities nationwide by 2011.
'Town and Gown' Lecture To Be Presented at U of M
A lecture will be presented Monday on something planning industry professionals refer to as a "town and gown" - a term that describes university towns where universities have inspired a bevy of planning and development activity around them.
Ken Reardon, an associate professor of city and regional planning at Cornell University, will talk about growth and redevelopment around university campuses in his lecture "Urban Design and Placemaking: The Emerging Role of Higher Education and Other Major Institutions in Neighborhood Revitalization."
His free lecture, which is open to the public, will take place at the University of Memphis from 1 p.m. to 3 p.m. in the Fogelman Executive Center, Room 123.
Reardon will be joining the U of M this summer as a professor and director of the graduate program in city and regional planning.
