Gov. Phil Bredesen signed a bill Tuesday reorganizing the Tennessee Department of Transportation. Under the new law, Transportation Commissioner Gerald Nicely has until July 1 to restructure the agency to prioritize crucial functions and responsibilities.

The reorganization includes creation of an Environment and Planning Bureau and a Community Relations Division.

Ed Cole, who headed up environmental and planning activities in other areas of the department, will consolidate those areas as the Environment and Planning Bureau chief. Judy Steele, appointed by Nicely in March, will direct the Community Relations Division.
