The 2009 countywide reappraisal of property appears to have boosted Shelby County’s real estate value by about 10 percent, according to certified property figures released Monday.
Ending values for 2008 were still being calculated Monday afternoon, so a more precise calculation of how much the county’s tax base grew won’t be known until that’s finished. What’s available now for 2008 is a comparison using that year’s figures certified on April 20, though changes to the tax rolls still could have occurred after that point.
Even so, the figures released Monday are in line with the preliminary estimates the Shelby County Assessor of Property released in early March. The assessor’s early figures showed a 10 percent growth in the county’s tax base and a total assessed value for the county of more than $17 billion.
The assessed value of the county’s real estate on April 20, 2008, was about $15.7 billion.
The assessor has to certify the tax rolls each year on April 20. Since nearly every local government depends on property taxes as the main source of income, the figures are useful because they show where the tax base is growing and where it isn't.
Real estate values are adjusted county-wide every four years as part of the reappraisal. Growth in the local tax base that occurs between reappraisal years reflects things such as new construction, additions to properties and annexations that bring new properties onto the rolls.
Local governments will use the newly released certified assessment figures to calculate new property tax rates that will go into effect in July for the start of the next fiscal year. Before that happens, each local government will use the tax rolls they get from the assessor’s office to come up with what’s known as a certified tax rate.
That’s the tax rate that would give the local government the same amount of revenue this year as it got last year. The concept is supposed to protect taxpayers from local governments in Tennessee reaping a windfall in tax revenue simply because property values rise after a reappraisal.
Once the certified rate is calculated, the governing body can then raise the tax rate if it wishes to.
Something the numbers released this week don’t tell us is how successful overall property owners will be in challenging new values they think are too high. If a significant number of property owners are successful in appealing those values, that will affect the overall revenue picture for local government.
In addition to releasing the certified figures Monday, the assessor’s office released property values for high-end properties. Those new high-end values, for example, show the value of FedEx founder Frederick W. Smith’s home on Sweetbriar Road rose in value almost 63 percent, going from $3.47 million to $5.65 million this year.
