The owner of the 152-unit Countryside North Apartments at 6920 Reese Road in Northeast Memphis has filed a $5 million loan on the property.

4. Sales Tax Hike Early Voting Expands -

Early voting in the last elections of 2013 expands Tuesday, Nov. 12, to 15 satellite voting sites across Memphis.

The early voting period, underway since Nov. 1 and ending Nov. 16, is for the only citywide election of an unusually busy political year that has featured 11 elections in three months.

5. Handy Park Lease Latest Stage in Beale Endgame -

The city of Memphis has a tentative lease of Handy Park with a group that includes some current tenants of the Beale Street entertainment district.

And the pending agreement would resolve one of the final issues in the city’s relationship with John Elkington, the developer of the district and founder of Performa Entertainment.

6. Maximizing Madison -

The Downtown strip of Madison Avenue from the University of Memphis Cecil C. Humphreys School of Law to Fielder Square Apartments in its prime was the city’s financial hub.

It’s seen some successes in recent times – new businesses opening, building renovations and the removal of the makeshift wall at Main and Second streets that interrupted traffic for two years.

Local home sales saw a 20 percent boost during the first quarter, with increases in both traditional and foreclosure sales, and agents suggest that among such low inventory levels, it’s a move in the right direction.

13. Irish Pub Fills Long-Vacant Midtown Corner -

Dublin House, a new Irish pub, is setting up shop on Madison Avenue just west of Overton Square.

Jody Clark, who has 30 years of experience in the restaurant and bar business, is the owner. She hopes to have Dublin House open by mid-November to early December at 2021 Madison Ave., the location formerly occupied by Melos Taverna.

18. Rebounding Activity -

Shelby County homebuilders last month reached triple digits with new home permits for the first time in nearly two years.

The Market of Riverdale Bend, a three-parcel retail portfolio on Winchester Road in Southeast Shelby County, has sold for $4.8 million to an entity called Market at Riverdale Bend HH LLC following a foreclosure of the property. The parcels’ addresses are listed as 7110-7136 Winchester Road and are on the north side of Winchester between Riverdale and Riverdale Bend roads.

27. Eyesores Razed at Crump and I-240 -

Much of E.H. Crump Boulevard has been on the decline in recent years, but several projects could change that.

Probably the largest development along the South Memphis roadway is University Place at the southwest corner of Interstate 240 and Crump. It's being built over the former site of the 478-unit Lamar Terrace, a public housing development that sat abandoned for several years until being razed recently. Construction crews also have cleared the vacant Baptist Rehabilitation Hospital building and several others near it.

With the city's recent decision to place a moratorium on capital improvement projects in Memphis, it's possible that a number of affordable housing projects that have been started around the city could be placed temporarily on hold.
