The company that developed and owns the Courtyard by Marriott hotel at 75 Jefferson Ave. has filed a $15 million loan on the Downtown property.

An office complex in Raleigh has traded hands after being under the same family ownership for more than 30 years.

Commercial Real Estate Network LLC, a local investor, has purchased the 40,756-square-foot Raleigh Center Office Complex at 2974 Austin Peay Highway from Charles R. Averwater Living Trust for $299,000.

The Memphis City Council has approved the resolution key to the construction of an Overton Square parking garage and a new Hattiloo Theater on what is now an open parking lot for the Midtown entertainment district.

Memphis City Council members have approved a financial hardship waiver that allows Memphis motorists who flunk the emissions part of their auto inspection to claim the repairs will cost them too much and get a one-year one-time-only waiver on the inspection.

19. Essex Signs Two Leases For Discount Store Locales -

A Nashville-based discount retailer has entered the Memphis market in full force, inking two leases totaling 77,301 square feet.

Essex Bargain Hunt has leased 35,767 square feet at 590 N. Germantown Parkway and 41,534 square feet at 5124 Summer Ave. Kemp Conrad and Neely Mallory IV of Cushman & Wakefield/Commercial Advisors LLC represented the tenant in both transactions.

As the commercial real estate market remained soft in 2010, a handful of major deals – including some to close the year – indicated light at the end of the tunnel.

The year ended with the top retail investment sale of the year when Loeb Properties Inc. bought Park Place Centre from Belz Enterprises Inc. for $10.3 million.

28. Home Construction Sinks to Lowest Level Since Oct. -

WASHINGTON (AP) – Home construction plunged last month to the lowest level since October as the economy remained weak and demand for housing plummeted.

But driving the June decline was a more than 20 percent drop in condominium and apartment construction, which makes up a small but volatile portion of the housing market. Construction of single-family homes, the largest part of the market, was down slightly. It dropped 0.7 percent.

Crowd control problems at the Malco Paradiso movie theater have led to a broader discussion about development in East Memphis, including the theater and a number of thriving businesses.

The locally owned movie theater chain Friday began implementing new policies essentially banning children at the Paradiso after 6 p.m. because of a mob of unruly teenagers in the parking lot the previous weekend. And Memphis police had a more visible presence around the theater during the Labor Day holiday.

31. Q2 Foreclosures Down in Home Sector, But Up Overall -

The foreclosure of major properties that dot the Memphis skyline in the second quarter capped a mixed three-month period for local real estate, when the economic slump dragged many properties to the edge.

32. Ritz Laments Pressure on County Government -

Shelby County Board of Commissioners member Mike Ritz – a licensed real estate broker and former head of the Memphis and Shelby County planning office – was not happy.

Seated a few feet away from him was Shelby County Mayor A C Wharton Jr., who at the commission’s meeting last week had just laid out a few reasons he favors a temporary bonus for county employees. With one eye toward the sea of red ink that appears certain to drench the county’s balance sheet this year and next, commissioners chose instead to revisit the issue of bonuses in early 2009.

33. Parkway Picks Commercial Alliance -

Memphis-based Commercial Alliance Management LLC has been tapped to handle all new leases for a Downtown office portfolio that includes the Morgan Keegan Tower, Falls Building and Toyota Center.

Those buildings are owned by Jackson, Miss.-based Parkway Properties Inc., a real estate investment trust (REIT) that had contracted last fall with Trammell Crow Co. to lease the properties.

34. Best and Brightest -

Computerworld Magazine has named three companies with significant information techonology (IT) operations in the Memphis area as some of the 100 "Best Places to Work in IT."

FedEx Corp earned the No. 12 spot, Hilton Hotels Corp. placed at No. 16 and Harrah's Entertainment Inc. was No. 22.
