A third-party vendor has applied for a $1.2 million building permit to build out Target’s planned Memphis online fulfillment center.

Innotrac, which will manage the Southeast Memphis facility for Target, applied for the permit through the city-county Office of Construction Code Enforcement. Memphis-based construction contractor Dan Walker Associates Inc. is listed as the contractor on the application, which says the work is for “new tenant space renovations.”

7. Crosstown Project Named Crosstown Concourse -

Developers of the old Sears Crosstown building formally broke ground Saturday, Feb. 21, on the project that was five years in the planning and gave it a new name – Crosstown Concourse.

Nearly a thousand people packed a tent in the shadow of the mammoth 1.5 million square foot building on a rainy, cold and overcast day that marked 88 years to the day that ground was broken in 1927 on the original Crosstown structure including the tower that will serve as an apartment building in the multi-use redevelopment.

8. FedEx Breaks Ground on Little Rock Distribution Center -

FedEx is breaking ground on a 300,000 square-foot ground distribution facility in southwest Little Rock that will employ about 160 people.

Arkansas Business reports the center is scheduled to open in 2016.

Richard Exton, the dean of real estate appraisers, well at least a tenured gentleman, spoke to a group pf Realtors recently and provided the data reflecting the current state of the real estate market.

10. Coca-Cola Awarded Incentives to Stay, Expand in Memphis -

Coca-Cola appears poised to grow its Memphis presence.

The city-county Economic Development Growth Engine awarded Coca-Cola Refreshments USA Inc. a 15-year tax break Wednesday, Feb. 18 to consolidate distribution operations in Memphis and West Memphis, Ark., into one facility in Memphis.

11. Raleigh Springs Mall Tests Town Center Concept -

The idea that a declining shopping mall can be redeveloped and reinvigorated as a “town center” with local government offices as a catalyst for private developers appears to be on its way to a meeting with reality.

12. Council Critical of Wharton Debt Restructuring -

First reviews from Memphis City Council members Tuesday, Feb. 17, to Memphis Mayor A C Wharton’s plan to restructure the city’s debt payments were harsh and skeptical.

Wharton wasn’t present in council committee sessions Tuesday as council member Jim Strickland played audio of Wharton in 2010 telling council members that the restructuring of city debt then was a “plain vanilla” transaction.

The Memphis Bioworks-led entrepreneurship initiative EPIcenter has tapped a nationally recognized entrepreneurship and business development leader to serve as its first president.

A favorable lending environment and strong demand for Downtown apartments, hotel rooms and meeting space are providing a window for developers to move forward with a skyline-altering hotel and apartment development overlooking the Mississippi River at the foot of Beale Street, a member of the development team told Downtown officials Tuesday.

For a third consecutive session, Memphis City Council members are scheduled to vote Tuesday, Feb. 3, on establishing a Beale Street Tourism Development Authority.

The resolution establishing the authority to oversee and further develop the entertainment district was delayed two weeks ago as some council members, led by Harold Collins and Wanda Halbert, talked about the council approving actions of the development authority.

With gas prices in a historic plunge, the idea of hiking state and federal gas taxes and fees to pay for transportation infrastructure improvements is gaining traction.

Democratic and Republican leaders in both chambers of Congress in recent weeks have signaled a willingness to approve an increase in the federal gas tax to help fund improvements to the nation’s crumbling roads and bridges. Meanwhile, a new statewide coalition has launched to support an increase and reform in Tennessee’s transportation fees.

The Memphis Pink Palace Museum’s 3-D digital theater opened this past March and its upgraded planetarium is to open in June.

And planning is already underway for a $4 million publicly and privately funded renovation and new exhibits in the pink marble mansion itself on Central Avenue that has been the heart of the museum since it was donated to the city in 1930.

The board of the city-county Economic Development Growth Engine on Wednesday, Jan. 21, approved the controversial payment-in-lieu-of-taxes incentive on an 8-1 vote. Larry Jackson voted against the measure.

52. Council Takes Up Beale’s Next Act -

Memphis City Council members are likely to have some questions Tuesday, Jan. 20, about the still tentative settlement of the last part of the court fight for control of Beale Street.

The tentative terms of the settlement between the city of Memphis and the Beale Street Development Corp. leaked last week and include a share of revenues from the operation of the entertainment district for the BSDC that would otherwise go to the city, which owns the property between Second and Fourth streets.

Five years after the Great Recession rocked the nation and nearly destroyed auto manufacturing in Tennessee, the Midstate’s industry is booming again.

In the beginning of the redevelopment of Beale Street, city leaders of the late 1970s put in place the Beale Street Development Corp. in a role they saw as a cultural guardian of the district between Fourth and Second streets.

56. BSDC to Exit as Beale Landlord, Keep Old Daisy -

The Beale Street Development Corp. would no longer be the landlord of the Beale Street Entertainment District under terms of a tentative agreement with the city of Memphis.

But the nonprofit corporation that has been part of the three-headed arrangement for running and controlling Beale Street since the late 1970s would get up to $120,000 a year out of the net income the city makes from the street.

57. Morris: Public Transit Tops Downtown Goals -

A stronger and more vital public transportation presence in Downtown and a plan for development of land south of Central Station are two priorities of the Downtown Memphis Commission for the coming year.

61. City Officials Ponder Macy’s Whitehaven Exit -

Memphis officials say they were blindsided by the announcement from Macy’s that it was closing its store at Southland Mall in Whitehaven and hope they can prevent more retailers from closing inner city locations.

62. Macy’s Exit Presents Problems, Possibilities in Whitehaven -

In what could be a troubling sign for the city’s first enclosed mall, Macy’s is closing its 150,000-square-foot store at Southland Mall in early spring, a move that will affect 112 employees.

The South Memphis store is one of 14 locations Macy’s will close this spring as part of a national restructuring, the retailer announced late Thursday, Jan. 8. The 14 stores account for approximately $130 million in annual sales, according to the company.

For Nathan Essex, the president of Southwest Tennessee Community College, his tenure has been a series of changes.

It was Essex who presided over the merger of Shelby State Community College and State Technical Institute in the late 1990s, before he was appointed president of the resulting Southwest Tennessee Community College in 2000.

Tanger Factory Outlet Centers Inc. has confirmed what The Daily News first reported in December: It will play a key role in the development of a massive outlet mall in Southaven.

Through September, things were looking somewhat bleak for Memphis and Shelby County on the economic development front.

At that point in the year the city and county were on pace to tie a record low for the number of payments-in-lieu-of-taxes, or PILOT, agreements granted to companies in a year. While granting fewer tax incentives could be viewed as good news because companies were more fiscally sound or confident about operating in Memphis and Shelby County, the lower level of activity represented a dip in the level of economic investment in the area.

Swedish retail giant Ikea will open a 225-employee store in the Wolfchase Galleria area in 2016.

The furniture retailer will locate the 269,000-square-foot store on a 35-acre site in Memphis near Interstate 40 and Germantown Parkway.

90. Sources: Target to Seek Incentives for Memphis Project -

Target will seek incentives from Memphis and Shelby County as early as next week for an industrial project that could create up to 600 jobs, according to multiple sources.

The Minneapolis-based retail giant has explored sites in DeSoto County and Memphis for a distribution center and is in the process of finalizing a lease for the 900,000-square-foot building at 5461 Davidson Road in Southeast Memphis. In addition to the 600 jobs, Target is expected to make significant capital improvements to the property, which was formerly occupied by Hamilton Beach.

96. Germantown Mayor-Elect Discusses Revenue, Schools -

The incoming mayor of Germantown wants to grow the city’s sales tax base to make its government a bit less reliant on property tax revenue.

Property taxes fund about 60 percent of Germantown city services, said mayor-elect Mike Palazzolo, who takes office Dec. 16. Sales tax revenue funds another 16 percent, with the rest coming from fees and state and federal funding.

The proposed renovation of Southbrook Mall is lurching back to life after months off the political radar screen.

Memphis Mayor A C Wharton Jr. announced Thursday, Nov. 20, that a renovation of the mall could be financed with up to $2.1 million in federal bonds through the Memphis Green Communities Program.
