With gas prices in a historic plunge, the idea of hiking state and federal gas taxes and fees to pay for transportation infrastructure improvements is gaining traction.

The Memphis Pink Palace Museum’s 3-D digital theater opened this past March and its upgraded planetarium is to open in June.

And planning is already underway for a $4 million publicly and privately funded renovation and new exhibits in the pink marble mansion itself on Central Avenue that has been the heart of the museum since it was donated to the city in 1930.

13. Council Takes Up Beale’s Next Act -

Memphis City Council members are likely to have some questions Tuesday, Jan. 20, about the still tentative settlement of the last part of the court fight for control of Beale Street.

The tentative terms of the settlement between the city of Memphis and the Beale Street Development Corp. leaked last week and include a share of revenues from the operation of the entertainment district for the BSDC that would otherwise go to the city, which owns the property between Second and Fourth streets.

Memphis officials say they were blindsided by the announcement from Macy’s that it was closing its store at Southland Mall in Whitehaven and hope they can prevent more retailers from closing inner city locations.

23. Macy’s Exit Presents Problems, Possibilities in Whitehaven -

In what could be a troubling sign for the city’s first enclosed mall, Macy’s is closing its 150,000-square-foot store at Southland Mall in early spring, a move that will affect 112 employees.

The South Memphis store is one of 14 locations Macy’s will close this spring as part of a national restructuring, the retailer announced late Thursday, Jan. 8. The 14 stores account for approximately $130 million in annual sales, according to the company.

For Nathan Essex, the president of Southwest Tennessee Community College, his tenure has been a series of changes.

Through September, things were looking somewhat bleak for Memphis and Shelby County on the economic development front.

At that point in the year the city and county were on pace to tie a record low for the number of payments-in-lieu-of-taxes, or PILOT, agreements granted to companies in a year. While granting fewer tax incentives could be viewed as good news because companies were more fiscally sound or confident about operating in Memphis and Shelby County, the lower level of activity represented a dip in the level of economic investment in the area.

Memphis is poised to land hundreds of new jobs and retain several hundred more. Target will seek incentives from Memphis and Shelby County as early as next week for an online fulfillment center that will create over 400 new jobs.

51. Sources: Target to Seek Incentives for Memphis Project -

Target will seek incentives from Memphis and Shelby County as early as next week for an industrial project that could create up to 600 jobs, according to multiple sources.

The Minneapolis-based retail giant has explored sites in DeSoto County and Memphis for a distribution center and is in the process of finalizing a lease for the 900,000-square-foot building at 5461 Davidson Road in Southeast Memphis. In addition to the 600 jobs, Target is expected to make significant capital improvements to the property, which was formerly occupied by Hamilton Beach.

52. Pickard Joins Explorations on Tentative 2015 Ballot -

The contingency plans and other political maneuvering for the city of Memphis elections are well underway.

And a key part of the calculation is making plans for a change in plans.

Architect and planner Charles “Chooch” Pickard is one of several citizens running “exploratory” campaigns at this point.

53. Graceland Plan Highlights Blurred Lines in Financing -

There are private funds and public funds. And when a private project has the potential to up the tax revenue taken in by local and state governments, that money enters a middle ground between the two.

57. Germantown Mayor-Elect Discusses Revenue, Schools -

The incoming mayor of Germantown wants to grow the city’s sales tax base to make its government a bit less reliant on property tax revenue.

Property taxes fund about 60 percent of Germantown city services, said mayor-elect Mike Palazzolo, who takes office Dec. 16. Sales tax revenue funds another 16 percent, with the rest coming from fees and state and federal funding.

58. Wharton Says Southbrook Mall Qualifies for Federal Bonds -

The proposed renovation of Southbrook Mall is lurching back to life after months off the political radar screen.

Memphis Mayor A C Wharton Jr. announced Thursday, Nov. 20, that a renovation of the mall could be financed with up to $2.1 million in federal bonds through the Memphis Green Communities Program.

59. Green Hills in Full Boom Despite Traffic Woes -

Stephen Graw first moved to Green Hills in 2004 right after college, renting a house with a bunch of buddies from school. Like his neighborhood, he’s done a lot of growing in the last decade and is now a senior advisor at Sperry Van Ness Nashville and on the Chamber West Leadership Council.

Mike Palazzolo and George Brogdon, who retired as the city’s community services director to run for mayor, are running on the Nov. 4 ballot to succeed five-term mayor Sharon Goldsworthy, who is not seeking re-election.
