In November, Volvo began operations at its new parts distribution center in Marshall County, Miss.

At 7.7 miles, it takes about 12 minutes to make the drive between the Mid-South Fairgrounds and Graceland.

However, the political fortunes of each couldn’t be more different.

A financing plan for a long-delayed expansion of the Graceland campus to develop all 120 acres owned by Elvis Presley Enterprises and amassed since the mid-1990s cleared the Shelby County Commission this week and the Memphis City Council a week before.

Target will seek incentives from Memphis and Shelby County as early as next week for an industrial project that could create up to 600 jobs, according to multiple sources.

The Minneapolis-based retail giant has explored sites in DeSoto County and Memphis for a distribution center and is in the process of finalizing a lease for the 900,000-square-foot building at 5461 Davidson Road in Southeast Memphis. In addition to the 600 jobs, Target is expected to make significant capital improvements to the property, which was formerly occupied by Hamilton Beach.

17. Graceland Plan Clears Main Local Hurdles -

Elvis Presley Enterprises attempted to secure private financing of its plan for a 450-room resort hotel and a remake of its plaza area, but those attempts failed, said Graceland’s bond counsel, because it is difficult for borrowers to get conventional financing for a hotel project.

18. Commission Approves Graceland Plan, Delays Fairgrounds TDZ -

Shelby County Commissioners approved the Graceland economic impact plan Monday, Dec. 8, the last local hurdle for a plan that includes the construction of a 450-room hotel and a later phase transforming the Graceland Plaza area across Elvis Presley Boulevard from the Graceland mansion.

Shelby County homebuilders pulled 63 permits in October, down 5.9 percent from 67 in October 2013, according to real estate information company Chandler Reports, chandlerreports.com. The 63 permits filed in October is down 18 percent from the 77 permits builders filed in Shelby County in September.

41. Germantown Mayor-Elect Discusses Revenue, Schools -

The incoming mayor of Germantown wants to grow the city’s sales tax base to make its government a bit less reliant on property tax revenue.

Property taxes fund about 60 percent of Germantown city services, said mayor-elect Mike Palazzolo, who takes office Dec. 16. Sales tax revenue funds another 16 percent, with the rest coming from fees and state and federal funding.

The proposed renovation of Southbrook Mall is lurching back to life after months off the political radar screen.

Memphis Mayor A C Wharton Jr. announced Thursday, Nov. 20, that a renovation of the mall could be financed with up to $2.1 million in federal bonds through the Memphis Green Communities Program.

Two Collierville daycare centers have sold for a combined $4.4 million.

SDK Properties LLC sold the center at 105 Crescent Drive to Store Master Funding VII LLC for $2.5 million and the center at 1649 S. Shea Road to the same entity for $1.8 million, according to warranty deeds filed Nov. 14. The buyer, Store Master Funding VII LLC, is an affiliate of Scottsdale, Ariz.-based real estate investment trust STORE Capital. The centers operate as Kid Tech #1 and Kid Tech #2.

Delta Air Lines will dramatically reduce service at Memphis International Airport once again, delivering another blow to airline employees, local flyers and airport officials.

Delta has informed the Memphis-Shelby County Airport Authority that effective Jan. 5, 2015, the airline will cease nonstop flights to Pittsburgh International Airport, New Orleans Louis Armstrong International Airport and Dallas/Fort Worth International Airport. In addition, Delta will cease its nonstop flight to Ronald Reagan Washington National Airport in April.

50. Fairgrounds Project Linked to Schools Lawsuits -

Attorneys for the city of Memphis and for Shelby County Schools are trying another round of court-ordered mediation before the Thanksgiving holiday in the six-year-old lawsuit over school funding.

And if the mediation doesn’t resolve the legal stalemate on claim and counterclaim, the Shelby County Commission might make a settlement of the lawsuit a condition for endorsing the city’s plans for financing a renovation of the Mid-South Fairgrounds.

53. Loeb Buys Office Complex in Heart of East Memphis -

Loeb Properties has acquired an office complex in the heart of East Memphis, the company’s first major acquisition since it bought Overton Square in July 2012.

Memphis-based Loeb Properties purchased Executive Square, a 40-suite professional office complex at Poplar Avenue and Yates Road in East Memphis, from F. William Hackmeyer for $3.85 million.

Recently, data from the Missouri Economic Research and Information Center and other resources, pulled from the first quarter in 2014, showed that the Mid-South ranked as the most affordable place to live, with Mississippi at No. 1 and Tennessee at No. 2.

The long-vacant Tennessee Brewery Downtown has been sold for $825,000 and could soon see new life.

The Tennessee Brewery LLC, a trust of the family that owns Memphis general contractor BHN Corp., sold the shuttered brewery at 495 Tennessee St. to 495 Tennessee LLC, according to a Nov. 5 warranty deed filed with the Shelby County Register of Deeds office.

Foreclosures have been on a consistent downward slope in Shelby County, with newly available figures underscoring the comprehensive nature of the decline.

During third quarter 2014, the county saw 667 residential foreclosures, a 22 percent decline from the 853 filed during the same period in 2013, according to real estate information company Chandler Reports, chandlerreports.com.
