17. Another Downtown Hotel Could Be On the Way -

A Memphis businessman is proposing a suburban-style hotel in the heart of Downtown Memphis while Swedish furniture retailer Ikea moves forward with plans for its first Memphis-area store.

Gopal Govan is seeking a special use permit from the city-county Land Use Control Board to build the four-story, 104-room LaQuinta Inn & Suites hotel on the site of the former New York Suit Exchange at 310 Union Ave., located at Union and Danny Thomas Boulevard. The Land Use Control Board meets Thursday, Feb. 12.

18. Wharton Not Giving Up on Fairgrounds Plan -

Nashville is a more turbulent place than usual these days, especially Capitol Hill. So Memphis Mayor A C Wharton Jr. and his administration probably won’t tempt the turbulence there by taking their plan for a Tourism Development Zone to finance a Mid-South Fairgrounds renovation to the Tennessee Building Commission later this month.

26. Council Gives Third Look at Beale Street Authority -

For a third consecutive session, Memphis City Council members are scheduled to vote Tuesday, Feb. 3, on establishing a Beale Street Tourism Development Authority.

The resolution establishing the authority to oversee and further develop the entertainment district was delayed two weeks ago as some council members, led by Harold Collins and Wanda Halbert, talked about the council approving actions of the development authority.

27. City, County Jobless Rates Drop in December -

The unemployment rates for Shelby County and the city of Memphis both fell by about a percentage point in December, according to new figures from the Tennessee Department of Labor and Workforce Development released Thursday, Jan. 29.

The unemployment rates for Shelby County and the city of Memphis both fell by about a percentage point in December, according to new figures out today from the Tennessee Department of Labor and Workforce Development.

32. Shelby County Foreclosures Dip 22 Percent in 2014 -

Foreclosures took an even sharper dive in 2014 than they did in 2013. Compared to a 15 percent slide from 2012 to 2013, over the past year residential foreclosures in the county slipped 22 percent, from 3,555 in 2013 to 2,787 in 2014, according to real estate information company Chandler Reports, www.chandlerreports.com.

MEMPHIS, Tenn. (AP) – U.S. Housing and Urban Development officials say more than $21 million in grants will support 162 local homeless housing and service programs in Tennessee.

HUD said Monday that the Continuum of Care grants will help provide critically needed services for homeless people and their families.

35. Tax Breaks for Ikea Prompt Calls for Changes -

When the board of the Economic Development Growth Engine approved a $9.5 million, 11-year tax abatement incentive last week for the new Ikea furniture store planned for Cordova, the decision set in motion the next wave in an already robust political discussion about such incentives.

40. Fairgrounds Plan Draws Different Opinions -

The first renderings of a recast Mid-South Fairgrounds offered years ago are just one misstep early on that continues to plague the project still in search of specific private partners.

The conceptual drawings were heavy on baseball diamonds when the idea of two mayoral administrations at City Hall was and remains more soccer fields, basketball courts and a multi-purpose sports facility along with baseball diamonds.

The latest version outlined Tuesday, Jan. 20, at City Hall still includes a city guarantee to make up any sales tax revenue that would normally go to fund local public schools that might be lost to financing the reconfiguration of the Fairgrounds.

Two weeks after they ignored a proposed $43.1 million settlement of the six-year old schools funding legal standoff, Memphis City Council members Tuesday, Jan. 20, approved a $41.8 million settlement with Shelby County Schools.

47. Council Takes Up Beale’s Next Act -

Memphis City Council members are likely to have some questions Tuesday, Jan. 20, about the still tentative settlement of the last part of the court fight for control of Beale Street.

The tentative terms of the settlement between the city of Memphis and the Beale Street Development Corp. leaked last week and include a share of revenues from the operation of the entertainment district for the BSDC that would otherwise go to the city, which owns the property between Second and Fourth streets.

The Women’s Foundation for a Greater Memphis has selected 29 recipients to receive grant funding for its 2014-2015 funding year, with allocations totaling $510,000.

Each year, the foundation invites organizations whose projects or continuing programs fall within its mission, vision and one or more of five areas of focus (economic and financial literacy, entrepreneurship, job readiness/career development, leadership development and non-traditional job training) to apply for funding.

49. BSDC to Exit as Beale Landlord, Keep Old Daisy -

The Beale Street Development Corp. would no longer be the landlord of the Beale Street Entertainment District under terms of a tentative agreement with the city of Memphis.

But the nonprofit corporation that has been part of the three-headed arrangement for running and controlling Beale Street since the late 1970s would get up to $120,000 a year out of the net income the city makes from the street.

At the first Shelby County Commission meeting of 2015, all but one of the 13 commissioners voted for a resolution backing Tennessee Gov. Bill Haslam’s Medicaid expansion plan, “Insure Tennessee.”

That included some vocal Republican opponents of the Affordable Care Act in general.

The old Executive Inn hotel on Airways Boulevard where Brooks Road dead ends is the latest problem vacant property to be demolished and touted by Memphis Mayor A C Wharton Jr. as another step in his administration’s anti-blight effort.

56. City Officials Ponder Macy’s Whitehaven Exit -

Memphis officials say they were blindsided by the announcement from Macy’s that it was closing its store at Southland Mall in Whitehaven and hope they can prevent more retailers from closing inner city locations.

Jack Soden, the head of Elvis Presley Enterprises, looked out at a crowd on the front lawn of Graceland last week in single-digit temperatures and talked about the durability of Elvis Presley’s appeal.

58. Macy’s Exit Presents Problems, Possibilities in Whitehaven -

In what could be a troubling sign for the city’s first enclosed mall, Macy’s is closing its 150,000-square-foot store at Southland Mall in early spring, a move that will affect 112 employees.

The South Memphis store is one of 14 locations Macy’s will close this spring as part of a national restructuring, the retailer announced late Thursday, Jan. 8. The 14 stores account for approximately $130 million in annual sales, according to the company.

59. Strings Come With Fairgrounds Zone -

Shelby County Commissioners could take up an endorsement Monday, Jan. 12, of the city’s proposed Tourism Development Zone for redevelopment of the Mid-South Fairgrounds.

But at this point, the backing has a lot of strings attached. And those strings involve two issues related to local schools funding.

60. Loeb Pays $450,000 for Newby’s Property -

Memphis-based Loeb Properties paid $450,000 to acquire the Newby’s property on the Highland Strip near the University of Memphis.

Highland University District LLC, an affiliate of Memphis-based Loeb Properties, acquired 535 and 539 S. Highland St. from Paragon Bank, according to a Dec. 29 deed of trust.

61. Bank of Bartlett Buys Germantown Property -

Bank of Bartlett has bought back a site on Kirby Parkway in Germantown for $4.1 million.

Bank of Bartlett bought the branch location at 1870 Kirby Parkway, located just south of Poplar Avenue, from developer M. Spence Ray, according to a Dec. 29 warranty deed. According to marketing materials for the property, Bank of Bartlett had almost five years left on its lease at the location. Bank of Bartlett sold the property to Ray, vice president of McNeill Commercial Real Estate, for almost $3.2 million in 2007.

62. Southwest Tennessee Grows With Demand -

For Nathan Essex, the president of Southwest Tennessee Community College, his tenure has been a series of changes.

It was Essex who presided over the merger of Shelby State Community College and State Technical Institute in the late 1990s, before he was appointed president of the resulting Southwest Tennessee Community College in 2000.

63. Harris Goes to Nashville -

At his last Memphis City Council session, Lee Harris reflected this week on his three years on the council and the group of politicians he joined.

64. City Council Delays Vote on Beale Tourism Authority -

At the first Memphis City Council meeting of 2015, council members delayed for two weeks a vote on a Beale Street Tourism Development Authority to guide future development of the entertainment district through a nine-member appointed board.

For most bike riders on the Shelby Farms Greenline it’s what might be called the offseason, which makes this the perfect time for the soft opening of four bike repair stations by the Shelby Farms Park Conservancy and Conway Services, which is sponsoring the stations.

66. Concerns Raised About Ikea Incentives -

Some city of Memphis officials are concerned that offering tax incentives to Swedish furniture retailer Ikea could set a dangerous precedent, one that could open the door for other retailers, including large mall owners, to seek the tax breaks.

The long-vacant Tennessee Brewery Downtown could be reborn as a largely residential project, according to new details about the pending redevelopment.

The development team behind the brewery project at 495 Tennessee St. is considering renovating the current building into residential units, the ground-up construction of a new residential building adjacent to the existing structure and a new parking garage with ground floor commercial space to be built directly across the street.

Bank of Bartlett has bought back a site on Kirby Parkway in Germantown for $4.1 million.

Bank of Bartlett bought the branch location at 1870 Kirby Parkway, located just south of Poplar Avenue, from developer M. Spence Ray, according to a Dec. 29 warranty deed. According to marketing materials for the property, Bank of Bartlett had almost five years left on its lease at the location. 74. Council to Vote on Beale Street Tourism Authority -

Memphis City Council members vote Tuesday, Jan. 6, on the creation of a Beale Street Tourism Development Authority to oversee the future of the entertainment district.

The proposal by Memphis Mayor A C Wharton Jr. sets up a nine-member body appointed by the mayor and confirmed by the City Council to issue bonds for construction projects in the district, levy fees to pay off the debt and to make lease agreements with tenants.

75. Building the Base -

It was late September, and local officials were deeply engaged with retail giant Target as the company explored investing in an online fulfillment center in Memphis when the discussions turned toward a familiar subject.

76. Loeb Acquires Newby’s Restaurant Space -

Memphis-based Loeb Properties has acquired one of the most venerable locations on the Highland strip.

Loeb purchased the long-time home of club and restaurant Newby’s at 535 and 539 Highland St. from Paragon Bank. A purchase price was not disclosed Friday, Jan. 2.

78. Shelby County Homebuilding Activity Continues to Slow -

Homebuilding in Shelby County was off last year’s pace again in November, with builders pulling fewer permits and selling fewer homes than in November 2013.

Shelby County homebuilders filed 43 permits last month, down 29.5 percent from 61 permits in November 2013, according to real estate information company Chandler Reports, www.chandlerreports.com. The 43 permits filed in November is down 31.7 percent from the 63 permits filed in October.

The commission met one time in December instead of its normal twice-monthly schedule. The council held the second of its two monthly meetings on Dec. 16.

81. Two Storage Facilities Sell for $4.9 Million -

Affiliates of Oaktree Capital Management have acquired two Memphis area mini-storage properties for $4.9 million.

SSSP Kirby Raines LLC, an affiliate of Los Angeles-based Oaktree Capital, acquired the mini-storage property at 6504 E. Raines Road from TSRE III Kirby Raines LLC for $2.5 million, according to a Dec. 2 warranty deed. The 50,910-square-foot storage development was built in 1995, and the Shelby County Assessor of Property’s 2014 appraisal is $1.3 million.

82. Cordova Hotel Sells for $2.5 Million -

A Microtel Inn & Suites in Cordova has sold for $2.5 million.

Shiv Sai Ram LLC purchased the 66-room, three-story hotel at 2423 N. Germantown Parkway from Link-Paras LLC, according to a Dec. 15 warranty deed. The purchase price breaks down to around $37,878 per room.

Crown Centre LLC filed a $6.1 million loan with Financial Federal Bank for the old Cozymel’s Mexican Grill location at 6450 Poplar Ave. near International Paper’s campus in East Memphis, according to a Dec. 17 deed of trust.

86. $200,000 in Grants Awarded to Nonprofits -

The Community Foundation of Greater Memphis has approved grants in its Nonprofit Capacity Building funding category that total more than $200,000.

The Nonprofit Capacity Building grants help established organizations improve operations and increase efficiency. The Foundation’s Board of Governors approved grants totaling $212,471 to 15 nonprofit organizations on Dec. 18. This year’s grant awards range from $4,900 to $23,390; each organization must raise a dollar-for-dollar match.

89. City, County Catch Late-Year Economic Development Surge -

Through September, things were looking somewhat bleak for Memphis and Shelby County on the economic development front.

At that point in the year the city and county were on pace to tie a record low for the number of payments-in-lieu-of-taxes, or PILOT, agreements granted to companies in a year. While granting fewer tax incentives could be viewed as good news because companies were more fiscally sound or confident about operating in Memphis and Shelby County, the lower level of activity represented a dip in the level of economic investment in the area.

Memphis Mayor A C Wharton Jr. is pursuing a new economic development strategy that would allow those parts of Tennessee bordering other states to mirror or match the incentives on the other side of the state line.

GIVE THANKS. This Christmas, our country has given our kids a chance. As a county, we had a chance to do it for ourselves but local government wouldn’t fund it and local citizens wouldn’t pay for it. As a state, our governor had to be talked into asking for it and our Legislature would rather not talk about asking for help at all.

94. Nearly 500 to Lose Jobs in Shelby County -

Nearly 500 employees in Shelby County will lose their jobs by next June, including 210 at Cargill Inc. and 84 at Delta Airlines, according to the state Department of Labor and Workforce Development.

A new tourism development authority being proposed for the Beale Street entertainment district would not replace the Beale Street Development Corp.

98. Target, Cummins Seek 15-Year Tax Breaks -

Memphis and Shelby County are offering generous tax incentives to attract and retain hundreds of jobs.

Discount retailer Target and Cummins Inc. are seeking tax breaks for projects that total 1,429 jobs.
