2. Lower Property Values Sink Revenues -

The first formal notices of 2013 Shelby County property values in the once-every-four-years reappraisal for taxation purposes were mailed Monday, March 4, to owners of commercial and industrial cost properties as well as homeowners in Hickory Hill, Whitehaven and parts of Southwest Memphis.

The Shelby County Assessor of Property is sending out new appraised values today to owners of about 80,000 parcels of land in Downtown, Midtown and East Memphis.

And like many of the owners of the roughly 196,000 properties that already have been sent their new values as part of the 2009 countywide reappraisal of property, some property owners in the city – especially in East Memphis – can expect to see increases in value.

The Shelby County Assessor of Property is releasing a second batch of 2009 residential property reappraisals today. And the preliminary figures show double-digit increases in taxable value for each municipality outside of Memphis included in the mailout.

Since being sworn in as Shelby County Assessor of Property almost 10 years ago, it's become clear how Rita Clark feels about paperwork.

Paper records are becoming increasingly scarce around her Shelby Farms office, with tweaks constantly being made and features added to the assessor's official Web site, http://www.assessor.shelby.tn.us, in an effort to make paper record-keeping even more obsolete.

7. Memphis Exodus? Not Exactly. -

The casual observer could be forgiven for looking at Shelby County as the black sheep in a family of eight counties, all of which are jockeying for attention and favor.

By some accounts, Shelby is antisocial (driving residents away with high taxes), irresponsible with money (letting debt accumulate) and generally adrift, at least when it comes to solving recurring issues like the cost of school construction, suburban sprawl and consolidation.
