RICHMOND, Va. (AP) – Memphis-based International Paper is planning to repurpose part of its closed mill in Isle of Wight County in a move that will create more than 210 jobs.

Gov. Bob McDonnell said Tuesday that the company will invest $83 million in the project to turn part of the facility into a fluff pulp mill. It will be capable of producing up to 270,000 metric tons of fluff pulp annually. The product is an absorbent pulp used in diapers, feminine care and adult hygiene products.

Employers are increasingly self-insuring some of their medical benefits to better control insurance costs and save on premiums.

A survey released in August by the National Business Group on Health revealed that 61 percent of respondents will offer a consumer-directed health plan in 2011. BlueCross BlueShield of Tennessee, the state’s largest health plan, has already experienced a significant increase in enrollment.

The Delta Division is based in Memphis and includes 111 Kroger stores in Arkansas, Kentucky, Mississippi, Missouri and Tennessee. Prestidge succeeds Richard Tillman, who recently announced his retirement after a 42-year career with Kroger.
