The Regional Medical Center at Memphis has filed a $1.3 million permit application with the city-county Office of Construction Code Enforcement for facility improvements.

The permit, which specifically calls for phase two of an “intervention cath lab and outpatient clinic” at The MED’s 877 Jefferson Ave. campus, was filed this week.

Among the holding pattern of construction nationwide, local contractors appear to be holding their own.

The West Tennessee Chapter of Associated Builders & Contractors Inc. held its 24th annual Excellence in Construction Awards Thursday, Sept. 20, at the Pink Palace Museum, 3050 Central Ave., recognizing the top merit shop construction projects by local ABC members. The awards honored all members of the team responsible for the projects, from contractors to subcontractors, suppliers to owners, and engineers to architects.

This year marks a decade of existence for the Memphis Area Association of Realtors’ Commercial Council, the trade organization for the commercial real estate profession and its related sectors.

Two of the council’s main events each year are the Commercial Property Forecast Summit, held in February, and the Pinnacle Awards, which honor the highest-producing commercial brokers each spring.

Ask the owners and operators of the largest commercial construction firms in the Memphis area how things are going these days, and it’s hard to get a response that is not pessimistic.

“Extremely depressed,” said Henry Haizlip, owner and vice president of Grinder-Haizlip Construction Co. Inc., which was founded in 1992 and provides general construction services to commercial, industrial and manufacturing industries in the Mid-South area. “And that is not a light statement.”

Memphis College of Art has undergone big changes in recent weeks, and the newest one has changed the face of the South Main Historic Arts District as well.

The college’s graduate school, formerly housed in and near MCA’s main campus at 1930 Poplar Ave., is now open in a converted warehouse space at 477 S. Main St. The college purchased the 49,025-square-foot space in late January for $400,000 and immediately set to work with Askew Nixon Ferguson Architects on the architectural design of the space, said Ken Strickland, MCA interim president.

58. Lodging for Patients’ Families Increasing -

More hospitality options for out-of-towners seeking medical care in Memphis are on the way with the construction of two family lodging centers.

The $7.75 million American Cancer Society Harrah’s Hope Lodge is on schedule for an Aug. 27 finish date, while work on the $6.6 million FedEx Family House should be done by mid-November.

They will bring to five the number of hospitality lodges that offer people a free place to stay within and near the Memphis Medical Center district. The Memphis Grizzlies House, Ronald McDonald House of Memphis and Target House already serve families with children at St. Jude Children’s Research Hospital.

But people who come here to Le Bonheur Children’s Hospital have had to pay for motel rooms or sleep in patient rooms. The FedEx House will change that.

The Harrah’s Hope Lodge is for adult cancer patients receiving care at any Memphis hospital or oncology center.

“We did a needs assessment study in 2003,” said Leighanne Hart, capital campaign director for the Mid-South division of the American Cancer Society. “At that time, it was determined that we had over 2,000 patients coming into Memphis from the Mid-South and other areas to receive their cancer care and there was nothing for adult cancer patient care who have that need. We also learned that people were coming into Memphis and sleeping in their cars.”

Sixty- and 80-mile commutes can be a weary journey for patients receiving chemotherapy.

“The worst case is when a patient would just give up because they could not afford to come to Memphis and couldn’t afford a place to stay so they unfortunately did not receive their cancer treatment,” Hart said.

The Hope Lodge is already part of the Union Avenue streetscape. It is immediately east of Sun Studio.

The three-story structure was designed by Trivers Associates of St. Louis. The general contractor for the project is Brice Building Co. Inc. of Birmingham, Ala.

The first floor has common spaces including kitchens, a dining room, living room, patios and a screened-in porch. The second and third floors have a total of 40 patient suites for cancer patients and a guest/caregiver.

The American Cancer Society has raised $750,000 to cover the first three years of operating costs. Although the lodge is slated for completion at the end of next month, a date has not been set for when it will begin accepting guests.

“Our first position is a full-time director for the Hope Lodge facility,” Hart said. “We are currently looking for the right person for that job. It is a very important and a very big job.”

The American Cancer Society is looking to raise an additional $50,000 to cover construction add-ons to make the building more resistant to damage from earthquakes. The organization also expects to begin an endowment campaign for future operational funds once the building opens.

The Harrah’s Foundation, which is funded by the casino company Harrah’s Entertainment, gave $2 million to the building fund. The University of Tennessee Health Science Center donated the land.

The Plough Foundation and The Assisi Foundation of Memphis Inc. each gave $1 million.

“All hospitals and clinics within our community are supporting this very important endeavor,” Hart said. “There is nothing like this in Memphis, and this will be the 30th Hope Lodge in the country.”

The FedEx house is being built with donations from FedEx Corp., FedEx President Fred Smith and his wife, Diane Smith, and FedEx Chief Financial Officer Alan Graf and his wife, Susan Graf.

“This is really sort of a dream and vision of Susan Graf,” said Janet Phillips, executive consultant for Le Bonheur. “She is very involved with the Le Bonheur Club and has spent lots of hands-on time down here.”

The FedEx House is located on the north side of Poplar Avenue across the street from the new hospital. It is three stories and will have 24 suites.

Looney Ricks Kiss of Memphis is the project architect, while Montgomery Martin Contractors is the general contractor.

The FedEx House will be managed and operated by Wilton Hotel Management Co. Inc. The company also runs the Memphis Grizzlies House.

“The FedEx Family House is really going to offer such a great benefit in terms, not only a place to sleep, but in my mind a real nurturing environment,” Phillips said.

Christian Brothers University has filed a $6.4 million permit with the city-county Office of Construction Code Enforcement to bring new university student housing to its East Parkway campus.

Montgomery Martin Contractors LLC is listed as general contractor on the permit, which hit the public record Monday morning. Calls to CBU and Montgomery Martin weren’t immediately returned.

The Shelby Farms Park Conservancy has filed a pair of building permits with the city-county Office of Construction Code Enforcement to build a new playground and pedestrian bridge.

The nonprofit organization that oversees two-thirds of the 4,500-acre Shelby Farms Park filed a $3.5 million permit for the playground and a $1.8 million permit for the bridge. Both permits list the park’s formal address of 500 Pine Lake Drive.

95. Oak Hall Renovation Begins Monday - After lengthy financing delays from a shaky real estate market, the group planning to renovate the old Oak Hall building at 555 S. Perkins Road Extended is finally ready to move forward.

Glen Bascom Jr., Glen Bascom Sr. and Chris Montesi – the trio who comprise the entity 555 Perkins LLC – have secured a $5.2 million construction loan with U.S. Bank NA to overhaul the 54,265-square-foot office building just south of the intersection at Poplar Avenue and Perkins Road Extended.

The renovation financing was orchestrated by Rick Wood, senior vice president for Financial Federal Savings Bank.

Construction on the 1966 property begins Monday, more than four months after the initial building permit was filed, although the partners’ interest in the property goes back much further. The group bought the ground lease of the building for $1.2 million from LaSalle Bank NA in December 2006, and Bascom Sr. had owned the land since the late 1980s.

Bascom Jr. has been champing at the bit to get the project under way, but he understood the hesitance of lenders, in these tight credit times, to front money for a building that’s only 15 percent preleased.

“I think a lot of big players are like that,” Bascom Jr. said. “Nobody wants to finance a spec building – either an apartment building, condo building or office building. They want to have tenants in place, and that was the hard part with us – we want to build it first and then get tenants.”

Looking for warm bodies

Getting tenants is the company’s goal over the next six months during redevelopment of the building, which will be renamed First Capital Center after the anchor tenant.

Germantown-based First Capital Bank will occupy 6,000 square feet on the ground floor with a branch that includes a drive-thru. The bank joins two existing tenants that are remaining in the four-story building, leaving about 45,000 square feet available for lease.

That task is being handled by Joe Steffner, president of the Memphis office of Grubb & Ellis Co. Steffner said he believes the renovated space of a well-known building along Poplar will make it a desirable locale for office users.

“When you compare the price with the amenities and the brand-new space in the building, it will be a relatively easy sell,” he said. “The Poplar corridor is where everyone has wanted to be. Over the past 15 years the market has grown and people have gone to the 385 corridor as kind of the second choice. Over the past several years, the tenants that either couldn’t find space on Poplar or didn’t want to be on Poplar for whatever reason have tended to come back to Poplar.”

Bascom Jr. agreed that the location along the high-density Poplar Avenue corridor should keep the First Capital Center insulated from what has been a generally soft market.

“Of all the deals that we have out there now, it’s a no-brainer,” Bascom Jr. said. “This one’s going to be successful. It’s a lot of money and time involved over the year or two, but it’s the one I feel most comfortable with of all the projects we’ve got going on.”

New and improved

Renaissance Group is architect and Montgomery Martin Contractors LLC is contractor for the project. Chris Ybos of Montgomery Martin said the expected completion date is about six months away.

Once the building is finished by the end of the year, it won’t look anything like the structure that formerly housed an Oak Hall clothing store. Upgrades include new HVAC, new roof, new shell, new windows, plus plenty of parking for tenants.

Steffner said pricing will be lower than other office space nearby because it’s an older building, but it will recapture the feel of a new product.

“It’s hard to take an older building and make it Class A, and yet they’re doing everything possible to make it A,” Steffner said. “It’s hard to argue with the amenities in the building, plus the bank on site. We think it will be an A-minus building with B prices. That will make it competitive.

“It’s exciting because it’s like having a brand-new building to lease on a speculative basis at below-market rates. We’ve never had an opportunity like this before. It will have a new name, but it’s a location everyone knows.”

98. Highwoods Project on Hold Despite Filed Permits -

     Three building permits totaling $30.1 million were filed by Highwoods Properties Inc. this week for an office building and two parking garages at Poplar Avenue and Shady Grove Road, according to The Daily News Online, www.memphisdailynews.com. But the project - to be called Triad Centre III - is still on hold, said Steve Guinn, division vice president for the Raleigh, N.C.-based company.
     "We're not doing anything on it yet," he said. "My contractor just did the permit to be ready in case we move forward."
     One permit for $15.1 million was for a new office building, while two for $7.5 million each were for new parking garages.
     The applications for permit, filed with the city-county Department of Construction Code Enforcement by contractor Montgomery Martin Contractors LLC, were formalities that will pave the way for starting construction when the timing is right, which could be at least another month, Guinn said.
